The rural minimum security system is an important part of social assistance system, And it also deepen the reform of traditional relief system. Besides, it is a system to guarantee the basic livelihood for poor men. At present, there are 33565 residents receiving lowest costs of living in Lingyuan City. The security rate is 6% of the agricultural population. In rural areas the minimal security standards is 1260 yuan per person per year, and per-capita subsidy level is 65 yuan monthly. Analysis on problems existing in the rural minimum security system in Lingyuan City is to provide reasonable advice for improving the rural security system.According to the research of the development experiences in and out of china, analysis on the problems existing in the rural minimum security system in Lingyuan City, and consideration of improving rural subsidence allowance, a series of measures was put forward. Firstly, assuring guarantee standards reasonably; Secondly, establishing a complete assessment of reporting mechanisms; Thirdly, strengthening the supervision and management and preservation value of the minimum living security fund; Fourthly, adhering to the principle of democratic assessment and supervision of equally; Fifthly, standardizing the application process for approval procedures; Sixthly, improving the dynamic management mechanism; Secondly, guaranteeing rural employment creation and favorable conditions for workers; Eighthly, strengthening grass-roots network of minimal assurance work, and raising the level of minimal assurance work and personnel; Ninthly, exploring the support methods mainly by household insurance, and the individual for the auxiliary.
