On Improving Rural Social Security System In Gansu Province

The rural minimum living standard security system is an assistance system for the rural poor whose income are below the minimum standard, it’s also a social relief system established to help the rural poor maintain the most basic life. Gansu is one of less developed regions in western China. It is very difficult to implement the rural minimum living standard security system here because the economy is under developing, the natural ecological environment is fragile, meanwhile, there is a large number of rural poor. Therefore, the study of Gansu rural minimum living standard security system has far-reaching significance, it will not only further improve the rural minimum living standard security system and protect the basic living standard of the rural poor in the western region, but narrow the gap between urban and rural areas and helps to eliminate the polarization between the rich and the poor, promoting the construction of the well-off society and helping achieve the goal of a harmonious socialist society.The current paper takes the implementation of the rural minimum living standard security system of Yujing Township of Lintao County as a case study, exploring the practice of rural minimum living standard security system. In this study,214out of1547low income households are selected for interviews and questionnaires, and then the data collected is analyzed in detail to help explore the implementation of the rural minimum living standard security system in the countryside of Gansu Province. The paper consists of five parts. Part One and part Two at first makes a brief introduction to the background and significance of the study and reviews the relevant theories, then summarizes the meaning and characteristics of the rural minimum living standard security system and further elaborates the related theories. Part Three reviews the development of the rural minimum living standard security system in Gansu, and then introduces the current situation in rural areas. The last two parts mainly focus on the problems in the implementation of the rural minimum living standard security system, put forward suggestions for improving the system, thus providing a solid scientific basis for perfecting the system for the Gansu Provincial Government.
