Since Chinese Academy of Sciences (CAS) has been implementing knowledge innovation project (KIP), the reforms of human resources management (HRM) has made substantive achievements in institutional arrangements, and "people-centered" is firmly entrenched. The management system compatible with KIP has been established, such as Post appointment, Compensation and welfare, performance management, personnel training, which improve the capability of the independent knowledge innovation.Scientific Institutions of CAS has significant area and subject difference, so the reform needs superior departments and institutions make joint efforts. The scientific research institutions must taking the initiative and innovativeness, to find a way to establish HRM System that accommodates the characteristics in different area and subject. After that, although CAS has improved the HRM level highly, but it still impacted by the traditional personnel management, the HRM is far from Strategic design. Overall, as the innovation constantly goes deeper, as "innovation 2020" put forward by CAS, it puts forward various new request and challenges to the reform of HRM in CAS.Under this kind of situation, in this paper, characteristic of Science and Technology Talents,main factors that influence performance optimization are introduced, also background and act of the HRM reform In the past decade or more. And then we analyzes achievements Open Problems, and some useful conclusions and suggestions is given that can be offered for reference of forthcoming reform. We suppose that reform must stress Managerial strategies, stress leading and organize. We also give some suggestions that how to establish Strategic designed HRM system, such as optimize the ratio of ordinary routine and planning, scientific Human Resources Allocation, strategic Compensation and welfare, directive performance management, human resource supply and talents training gear to future, Information Technology using, multivariate leadership skill and supervisor skill improving.
