The development of high-tech industries is the fundamental motive of the progress on technology, while the knowledge spillover is technology in industries of transfer and diffusion of a particular form. Entering the 21st century, the phenomenon of the knowledge spillovers was concerned widely, endogenous economic growth theory think that knowledge spillovers is very important for economic growth and industrial development, it determines production, dissemination of knowledge, and ability and efficiency of application. But as with high level and high capability of high-tech industry, development of itself and produce strong external economy, through knowledge spillovers on the high-tech industry drives development of the other industries and the related factors of social and economic. In order to promote regional knowledge spillovers on high-tech industry, national or local government gives to the relevant policies and measures is indispensable. But the present policy is still not perfect, the aim of these paper is build more perfect regional policy system of knowledge spillovers on high-tech industry, both to protect intellectual property rights, encourage scientific research personnel development innovation, and make reasonable spillover, high-tech knowledge accelerated the pace of the regional economic development.First, this paper puts forward problem, purpose and meaning that should research papers, and summarized problems of the research situation and the relevant theories for domestic and overseas. Then analysis mechanism of regional knowledge spillover on high-tech industry from the Angle of economics, according to the characteristics of high-tech industry understand of overflow process, and analysis the process of knowledge spillovers specifically, so as to find the concrete analysis influencing factors of regional knowledge spillovers on high-tech industry, namely gap of technical level, absorptive capacity of the technology spillover absorption and high-tech intellectual property protection.
