In order to strengthen the management of revenue sources and avoid the drain of tax, G city Municipal Office, State Administration of Taxation enacts the rules of Tax Collecting based on the State Tax Law of P.R.China. Besides, there is no software developed by State Administration of Taxation available, so it's very necessary to develop a set of software, otherwise, all work will have to be done manually, and this is ineffective and unsatisfied. As the project manager, the author participated in every stage of the project—demand analyze, software design, software test, software deploy and software maintain—and successfully developed the Tax Collecting System consisted of six sub-system:system configuration, task management, taxpayer management, tax collecting management, tax collecting assistance management, query and statistics.In this dissertation, the author set the Tax Collection System as the study object, expatiated deeply the application of project management through the development of Tax Collecting System combining with the related theory of project management: In the project demand management, we made the users'demand clear by flow chart and software prototype. In the project schedule management, we drew WBS, Gantt Chart, Key Route Chart before we had established the schedule. On the other hand, we also monitored the project schedule via weekly report and milestone report. In the project quality management, we improved the software quality by strict software test; In the project risk management, we did our best to avoid any kind of risk by technique of risk identification, risk response and risk control.In this dissertation, the author also summarized the problems and the solutions in the process of project management, and this will help a great in the author's future career.
