Research On The Farmland Contract Management Right Circulation

It is necessary to centralize the agricultural resources to develop the modern agriculture and realize the appropriate-scale management in agriculture, especially the congregation of farmland. However, under the existing farmland system, the problems of small-scale production and loose use of farmland are serious. So we need to spur the circulation of the farmland contract management right, in order to realize the appropriate-scale and intensive management. Under the current Chinese law, the peasant-households have the right to use the farmland, and peasant-households are the principal part of circulation of the farmland contract management right, whose actions and desire will exert a significant influence on the circulation of the farmland contract management right. And as the industrialization and urbanization deepening, the heterogeneity and differentiation between peasant-households become more obvious. Against the backdrop of peasant-households differentiation, the point of this paper is to analyze circulation of the farmland contract management right.Applied with the integrated application of industry economics, land economics, agricultural economics and other disciplines knowledge, and based on the analysis of previous literature in this area, this paper defines the concept and discusses the theory of the circulation of farmland contract management right and farmer-households’behavior, as well as illustrates the evolution path of the relevant policies and regulations. Under the base of analyzing the current conditions of circulation of the farmland contract management right and the differentiation of the peasant-households, this paper builds the decision-making model on peasant-households’supply and demand behavior during the circulation of the farmland contract management right, and dose an empirical analysis of Binary Choice of Probit by applying the household survey data. The result of the model reveals that the demand and supply behaviors of different peasant-households during the circulation of the farmland contract management right differentiate, and no-farm peasant-households have the biggest possibility of supplying farmland contract management right, and successively the Mainly-non-agricultural part-time peasant-households, pure farm peasant-households; while the pure farm peasant-households have the biggest possibility of demanding the farmland contract management right, and successively the no-farm peasant-households and Mainly-non-agricultural part-time peasant-households.
