Large amount of rural middle-aged farmers is attracted to cities during the rapid progress of urbanization recently. The direct consequence of the large scale outflow of farmers is the increasing common condition abandonment and idle of farmland resources in rural areas. Thus it is quite necessary to encourage farmers who do not want to do farm work anymore to transfer their land to the farmers who want to expand their planting scale, and to train new cultivated land operators with the characteristics of large-scale production, resources using intensively and commercialized production and management. So in the circulation of farmland, what's the scale the farmers choose to transfer and what kind of crops to grow are questions which are worthy of attention and research.Farmland circulation is of great importance to the appropriate development of scale management, the efficient and sustainable use of rural land resources and the realization of agricultural modernization. The paper chooses two provinces which develop differently.Based on the household choice behavior and on the survey data of the farm households in two provinces, this paper take the Tobit model and Probit model to do the regression analysis of the influence factors,to get analysis of human capital, social capital and the other influencing factors on the direction of "surplus land" and the tendency of "non grain" planting. It shows that participation in the cooperation, rents and 1 acre of pure land income have significant impact on the scale of farmland circulation and the planting choice behavior of farmers labors.Besides, amount of labors,non-agricultural employment opportunities, and regional dummy variables have significant impact on the scale of farmland circulation. But the same variable has different impact on the two behaviors. For example, the significant variable 1acre of pure land income,it has negative impact on the scale of farmland circulation, while it has positive impact on the planting choice behavior of farmers.Based on the findings, this paper put forward measures and suggestions on how to cultivate new cultivated land operators, accelerate the construction of rural cooperatives, promote scale management of agriculture, improving the land transfer system, have a reasonable restrictions ‘non grain' production, and actively explore new modes of land scale management.
