The history of energy utilization is the history of human development. Every energy revolution has brought tremendous changes in productivity. With advances in technology, Human beings continually extricate themselves from a variety of the natural conditions, but the demand for energy, instead, has been increasing in terms of quantity and quality. So far, the primary energy we consumed such as coal, oil and natural gas and other fossil fuels, was mainly the formation of the billion years ago. As we know, the earth's reserves of fossil fuels is limited, as heavy consumption of oil and other fossil energy, we will face the increasing shortage of energy supply and increasing energy prices. The role of energy will gradually become from the engine of economic development into the constraints of economic development. At the same time, large-scale fossil energy development and utilization have also brought serious environmental problems which have caused tremendous loss of life and property.Practice in many countries has proved that there is a causal relationship between energy consumption and economic growth. One of the reasons of China's per capita income ranking behind in the world is that China's per capita energy consumption is far lower than the world's average. Although China's energy resources reserves are rich, the per capita resources and capacity is far lower than the average level in the world, especially oil and gas. China is already the world's second largest energy producing and consuming countries, and China's energy consumption growth has accounted for a large proportion of the world's energy consumption growth, therefore the world's energy supply pattern will inevitably cause a significant change in order to raise the level of per capita energy consumption in China. For the time being, in order to meet the strong demand on energy for the huge population size, we can enlarge the development size of energy resources. However, with the rapid depletion of domestic energy, China will face increasingly severe situation on energy security.The spatial distribution of China's energy resources decides that the western region will become the main body for the future national energy supply security system.As a result of the development and utilization of energy resources, there will be a significant effect of the polarization, which makes the western region with very fragile eco-environment face more tremendous pressures. It is clear that the traditional way of the development and utilization of energy resources can not adapt to he objectives of sustainable development for the western region and the country as a whole. In order to solve the shortage of energy resources and environmental pollution problems, people have begun to study natural ecosystems, which resulted in the birth of the ecology, ecological economics, industrial ecology and other emerging disciplines. The theory of energy ecosystem was constructed on the base of these disciplines, which will be a new way of the fundamental solution to China's energy and environmental issues. So this article studied China's energy, economic and environmental (3E) system based on the perspective of the ecosystem of energy. This paper reviewed systematically previous theories and methods related with 3E system subjects. There was detailed analysis on the world and China's energy basis, the spatial structure of energy production and consumption trends and the development trend. Furthermore, taking China, the United States and Japan as examples, the paper made the international comparative study on relations between energy consumption and economic growth with co-integration tests, and analyzed long-run equilibrium relationship between energy consumption and economic growth by the provincial panel data for eastern, centra! and western areas. On this basis, the indices were constructed to evaluate operation efficiency and coordinating development level for the China's 3E system by using of time-series data. The results indicated that the status of operation efficiency and coordinating development of China's 3E system was unsatisfactory. The important reason is the lack of a reasonable mechanism on long-term interest's coordination in addition to technical and market factors. So it was essential to study the conflicts among the main interests body of 3E system so as to construct interest's coordination mechanisms on 3E system to ensure the healthy operation of it.
