Peasants problems are the nuclear of Three Rural Problems and increasing peasants' income is the core of solving Peasants problems. Increasing peasants'income is good for both peasants'better living standards and agriculture and rural development, and has significant influence on healthy, rapid, continual development of national economy, building of well-off society in an all-round way, building of harmonious society, and modernization construction. However, current situation of peasants'income in China is not satisfying, namely low absolute income standard, slow increasing speed, unreasonable income structure. There are many obstacles to rapid increase of peasants'income, such as the urban-rural dual structure, financial and tax system, rural financial system, rural land system, and peasants' quantity and quality. Corresponding countermeasures to solving the problem of increasing peasants' income are listed as follows. Firstly, balance urban and rural development, gradually change concerning systems under the urban-rural dual structure, and provide peasants with equal educational rights, employment opportunity, public service, and social security. Secondly, accelerate financial support for Agriculture, Rural Area and Peasant, and enhance agricultural and rural sustainable development. Thirdly, deepen rural financial system reform, improve rural financial service, and provide financial support for agricultural and rural development. Fourthly, reform rural land system, protect peasants'lawful benefit. Fifthly, develop rural education and promote peasants' quality.
