With economic development and social progress in China, the party at the grass-roots level is playing an increasingly important role in the various sectors of society. But in a joint venture such a special organization, the importance and speciality puts forward new requirements for enterprise management. Shanghai Yaohua Pilkington glass Co., ltd., as a typical joint venture, has experience a hard time like "fall into formalism"and" break away from venture" in their party construction, and was improved quickly after they use the performance management system. This system not only improved the work efficiency, but also played a significant role in promoting the development of enterprise. Based on this successful case, this paper first analyses the problems of this company in their party building management, and then analyses the practical significance and mechanism of the performance management system, through the process of its establishment and operation in four parts such as enterprise group construction, honest construction, cultural construction and talent construction. Finally, this paper presents some operation suggestions for improving the party construction and the efficiency of enterprise management by using management system in the management process of joint venture base on the characteristics and present situation of party construction management.
