With economic environment's development from decentralization to globalization, from dispersion to integration, more and more kinds of new technology, new concepts and new products come into the world while more and more challenges are faced by modern industry enterprises. In order to deal with the challenges, improve enterprise competition and operation efficiency, informatization becomes one of the best solutions for many enterprises. During the same period, the methodology of project management has gradually play more and more critical role in management activities, including informatization activity also. Meanwhile, as a special fruit of opening-up and re-designing in China, Joint Venture(JV), and its informatization project management also are marked with many special characteristics due to JV's very different economical, cultural and management environment from normal state-owned enterprises and Wholly-owned Foreign Enterprise(WoFE) in China.After introduction on connotation of enterprise informatization, manufacture enterprise informatization, basic theory of project management and its application on enterprise informatization, this ethics compares the enterprise informatization project management in foreign countries with that in China. Then back to the topic on Joint Venture, its development history in China is mentioned before some of its management characteristics are outlined. According to further analysis, these characteristics, like operating together, learning from each other, standard management process, but being deep-compacted by parents and mainly controlled by foreign side, are decided by the born elements of joint ventures. In a word, the differences on strategic goal, resource in hand, and competitive power make the different capabilities to control the joint venture.Based upon the long-period actual IT experiences in various joint ventures, the writer firstly provides a general picture on the current status of informatization architecture and its project management for a sample joint-venture, HDZ company. Then, the writer outlines three typical issues in HDZ's enterprise informatization projects, such as project decision-making, project scope control, business process change & system customization. Further saying, HDZ is not the decision-maker of its informatization projects, and HDZ feels very difficult on project scope management, for both definition and control, and HDZ faces big problem on"common interest"when discussion on system customization and process adjustment. According to the analysis from the relationship between born element of joint venture and its management characteristics, this ethics provides some advices or operational solutions, including various policies from phases of joint venture development, improving after learning, setting up the idea"JV is at the firstly level", making good use of conflict to help find the best result, etc.. Hope all of these suggestions can provide help or reference for the related study and analysis.
