As rapid development of science and technology and global economic integration in the 21st century, enterprises need to introduce new products and services to the market which are in line with customers'requirements in less time, with lower cost and higher quality, therefore, R & D becomes a powerful weapon to the sustainable development of enterprises. However, due to complexity, exploration and innovation of R & D projects, and the environment that enterprises are facing changes constantly and exists a lot of uncertainty, therefore, the enterprises have to use its own flexibility to make quick response to the changes of markets, which can help them achieve the success of R & D projects and gain competitive advantages, Therefore, the study on flexible management of R & D projects is becoming particularly important, especially the construction of flexible organization and flexible decision-making which have a direct impact on the effectiveness of R & D projects, and they are the key to success and are the top priority of R & D management, so the study on these two issues will help the enterprises to implement R&D projects successfully and gain sustainable competitiveness.Main contents and achievements of the thesis are as follows:(1)This paper collects a large number of literatures at home and abroad, then conducts a detailed literature review about project management, connotation and measurement of flexibility and the use of flexibility in the field of management. Then, this paper targets R & D projects, using theory of flexibility, analyzes some basic theories, such as connotation, principals and characteristics of R & D projects' flexibility and flexible management, establishes the framework for R & D projects' flexible system of enterprises, and makes economic analysis of R & D projects' flexible management;(2)This paper discusses the construction of R & D projects'flexible organization. First, the paper analyzes the connotation, characteristics and composition of R & D projects'flexible organization, and summarizes and expands the existing model of flexible organization, and then focuses on the human resources which are of the highest flexibility in R & D projects to make deep inquiry about human resources flexible management in R & D projects, and finally proposes the implementation scheme of human resources flexible management in enterprises' R & D projects.(3) Using the theory of decision making, this paper proposes the principles and dynamic correction and optimization system of R & D projects'flexible decision-making; in terms of real options theory, the paper analyzes option characteristics and intrinsic value of R & D project, dividing R & D project into N stages, uses differential equation and Ito lemma theory to construct enterprises' multi-stage flexible decision-making model, gets critical value of each R & D investment stage, that is the optimal development time and value; finally it presents linear programming model of R & D resources flexible scheduling in single project and multi-project.(4) Taking company M for case, this paper makes an empirical analysis on organizational flexibility, manufacturing flexibility, and decision-making flexibility of R & D projects in company M, and builds R & D organization which is consistent with Company M in long term and has a higher structural flexibility and decision-making flexibility, which is of practical guiding significance to achieve more effective management for its R & D projects.
