Currently China and Korea have entered the aging society, aging of the population and the change of age structure of the population give adverse impact on the labor market performance in the labor supply. Generally speaking, aging of the population will lead to relative decline of working-age proportion in the population. At early stage of the aging society, as the proportion of children population decreases greatly, while the proportion of the elderly population increases in a lesser extent, there will be no decrease in the proportion of working-age population, on the contrary, there will be increase in the proportion of working-age population. But when the rising proportion of elderly population is larger than the decrease in the proportion of children population, the proportion of working-age population will decline immediately. Lack of labor resources may result in some idle capital goods and technology, affecting the normal operation of social production activities, the productivity and economic development.With the progress of the aging of the population, improvement of the health of older people and the average life expectancy, in addition not only that the elderly population will be gradually expanded, but also that its own ability to work will extend, extending working hours will be appropriate. Thereby, the elderly constitute rich labor resources and the total human resources increasingly show its importance. Therefore, how to adapt to demographic trends as early as possible should be combined with the characteristics of old age labor resources. Thus effective wakened utilization of old age labor resources and taking advantage through given full play to their own knowledge, skills and experiences are the strategic issues of social progress and a matter of economic development not only to the elderly years of life but also to common problems faced by the whole society. To solve the above problems this paper deals with the following three aspects.This paper is divided into six parts.The first part described the research background, research purposes, meaning and thoughtThe second part described the concept and characteristics of the elderly Human Resources, the theory of the elderly population and the elderly re-employment theory.The third part described the aging population and labor force changes in the labor market in China and Korea. This part dealt with the aging population trend in China and Korea, to further explain the aging labor force and labor market impact and response strategies.The fourth part expounded comparison between China and Korea on re-employment. This section first discussed the concept of re-employment in old age and old China and Korea reemployment incentive, then analyzed and compared the employment status of the elderly population in China and Korea.The fifth part is for the comparison between Chinese and Korean policies on re-employment of elderly population, stating analysis and comparison Chinese and Korean policies on re-employment of elderly population, further mentioning a series of measurements that should be adapted to promote re-employment of elderly population by both government and enterprise.The sixth part made a summary, pointing out the lack of the thesis and expectation on follow-up studies.
