Study Of ChangSha Urban Land-utilize Efficiency Evaluation Under The 'Two Types Of Society' Background

"Two types of society", which referred to a social structure that is to conserve resource and is friendly to the environment, had significant meaning. Simultaneously, it is the origin to coordinate the relationship between human and land and important on how to use the land effectively on the basis of the theory "human is the center of the society". Under the situation, how to use to land reasonably and effectively is an important problem which is not allowed to be neglect. Under the theory of building "the two types of society", the effective use of the land is to achieve the continually growth of the productive fore of the land. Protecting the productive potential and preventing the degenerates of the land is to get the good economic efficiency, the ecological benefits and social benefits, namely, is to get the economical validity, the ecological rationality and the social acceptability. The paper attempted to use the theory of "two types of society", utilize relative theory and methods, select proper targets, use the fuzzy synthesis method to construct mathematical model, then get the evaluation construction to analyze and evaluate the utilized efficiency of the land in five areas in ChangSha City. The article's main content is as follows.Firstly, the paper pointed out the problems which exist in the field of land's utilized efficiency and defines the evaluation system on the basis of the balanced theory from ecology and economy, the circulation economic theory, the sustainable development theory, the theory that area is associated with the spatial structure, the theory of how to use the land intensively and efficiently.Secondly, evaluated the efficiency of the land from the environmental quality, the pollution's administration, the structure and efficiency of using the land, the relationship between human and land and the social life through the evaluation principles purpose, basis and methods on the purpose of the ecological efficiency, the economical efficiency and social efficiency. At the same time, define the importance of each quota through the AHP in 48 indicators.Thirdly, on the aspect of evaluation methods, the paper is using the mathematical means of land-use efficiency on the basis of fuzzy synthesis method to evaluate the land-use efficiency in five areas in ChangSha, and the result shows the method is universal.The findings of the paper guide the situation of the land-use efficiency in city, which can not only gave some reference for the urban planning and using the land more effectively, but also provide theory foundations for improving city's comprehensive competitiveness and sustainable development theory.
