After entering the new century, science and technology become increasingly important factors in promoting economic growth, also its contribution to economic development is growing. So, the level of technology has become important indicator of measuring international competitiveness of a country. In accordance with international standards, most countries use the level of technology investment funds to measure a country's development of the productive forces of science and technology.In recent years, most of the world financial input in science and technology has emerged as a rising trend, showing that all countries have realized the scientific and technical factors in the importance of economic development, China is no exception.In the context of building an innovative country, in China, science and technology investment funds increased rapidly. Especially scientific research and experimental development investment funds as the core part of the national science and technology funds even based on an average annual rate of 23.6% continues to increase.According to the latest data in July 2010 by National Bureau of Statistics, Ministry of Science and the Ministry of Finance, the research and experimental development (R & D) investment in 2009 reached 543.3 billion yuan, and its investment intensity reached 1.6%. In the principle of building an innovative country, the basic goal of technology innovation in China is that, science and technology contribution to economic growth will increase from 39% to 60% or more, also national research and experimental development investment funds to GDP ratio will increase to more than 2.5%.By then, China's expenditure of national science and technology funds will be a huge number. With the rapid increase in national investment in science and technology funds, and the total technology funds increasing, it is of great significance to study the structure of our national expenditure on science and technology.These graphs describe the current structure of our national expenditure on science and technology status. At the same time, we use the existing economic theory to compare investment status of various provinces and countries. Finally we make a quantitative description and take some reasonable measures.This paper is divided into five main parts:The first part is the introduction. First, this section mainly introduces topic background of the article and the practical significance. Secondly states research content and research methods. Finally, describes the innovation spot and the disadvantages of this paper.The second part tells us about the theoretical basis of science and technology funds. It mainly includes the introduction of the concept of science and technology funds and the definition of related concepts.The third part analyzes the status of science and technology funds expenditure. It includes S & T activities as well as the analysis of Structure of national science and technology expenditure and R&D expenditure.The forth part is about the international comparisons of R&D expenditures. And this part includes the comparison of investment scale, source structure, the use of structure, and support areasThe fifth part is about conclusions and some suggested policy. It concludes the main findings, policy recommendations as well as the question which waits for further studying.This article uses the existing mature economic theory to explain analyzes the structure of national science and technology expenditure. Then we use the existing economic theory to compare investment status of various provinces and countries, finally we make a quantitative description and take some reasonable measures.At the same time, this paper has some insufficiency:First the data about production in domestic and abroad is not comprehensive, so it's very difficult to make an effective and reliable analysis referring to the structure of science and technology expenditure.
