Research On Science And Technology Expenditure Efficiency Based On R & D Expenditures

Recently, we live in a world that science and technology exist everywhere. Science and technology push the world turn around, economy, military affairs and politics. Countries depend on science and technology deeply, all of them recognize that science and technology is the most powerful implement to participate the competition in this planet. Increase the expenditure of science and technology is the most common use way to develop this sector. The same as China, our country has been expanded the expenditure scale these years since the reforming and opening. But the efficiency of the expenditure can’t be compared with the expenditure scale, this is the real problem we want to solve out.This paper is focused on research of Chinese Finance capital for science and technology, using the method of empirical analysis combining the method of qualitative analysis and quantitative analysis. In the beginning, this paper will research the target of Chinese financial capital expenditure in science and technology, and then elaborate the expenditure scales situation and the problems in science and technology by different dimensions. Then we research some countries’ expenditure of science and technology; summarize the successful experiences from OECD countries and some other developed countries that we could learn from. Finally, to improve the financial expenditure in science and technology the paper will raise some related policy recommendations.The follows is my paper’s main content and viewpoint:Firstly, the paper will analysis the financial investment in science and technology activities, especially in some economic approach combined with Chinese marketing economy and social development on the actual situation. The paper use R&D expenditure as the index because the R&D expenditure is a conmen using target to describe the science and technology in economic theory and the practical needs. This paper argues that technology is a driving force in the economy long-term driving force. We all know that short-term effects of the technological transformation. Therefore, we should pay attention to the long-term scientific and technological driving force in efforts to increase spending on technology, while the conversion rate of scientific and technological achievements is also worth to value. Our country should use our own advantages, the development of the advantages of the socialist countries in the technology market is running escort, when the market fails, government intervention, to avoid economic fluctuations and the impact of market reasons, so that our science and technology more favorable developing.Secondly, this paper analyzes the current situation of Chinese financial technology expenditure, by citing charts, so that readers can see the results of the analysis clearly and intuitively, through the scale, structure, sector and geographical differences expenditure analysis, summed up Chinese fiscal spending on technology exists the issues that will help us to further explore the efficiency of fiscal expenditure on technology issues.Thirdly, the paper compares the country and some OECD countries and some other developed countries with the situation from the perspective of R&D expenditures are compared by scale of expenditures, expenditure structure comparison, let us understand that the gap between our country and other developed countries. And then the paper summed up the successful experience of developed countries for China to further deepen reform and pave the way for technology expenditure.Finally, this paper suggest that the proposal should adhere to deepen the reform of Chinese financial and further increased fiscal expenditure, optimize the structure of expenditures, improving the effectiveness of science and technology investment.
