An Investigation On The Sustainable Development Of Flue-cured Tobacco Production In Huaping

This study adopted system analysis together with theoretical analysis and empirical study to research the flue-cured tobaccos'production status in Huaping County, the constraints to tobacco sustainable development, then proposed the strategy for sustainable development of flue-cured tobaccos'production in Huaping County.In this study, we found that environmental conditions in Huaping like climate, water recourses, farmland recourse and soil fertility are suitable for high quality and distinctive tobacco. Great attention should be paid on the tobacco, and full utilization made from it during the production process as it has a broad market space, implementing industrial development. The study showed the main constrains to the sustainable development of Huaping tobacco production which were as follow tens:1. People's market concept and quality awareness were weak; 2. Fragmented distribution and insufficient scale; 3. Frequent natural disasters; 4. Low production level; 5. Low level of production organization; 6.Weak production foundation; 7. Shortage of productive resources; 8. Imperfect production service security system; 9. Inadequate human resources; 10. Lack of production input.The strategy in this paper to keep tobacco production sustainable development were that:Firstly ensure that the tobacco production scale is moderate, stable, satisfied with the market needs; and produce high quality and distinctive tobacco in the tobacco base ecologically, aimed at serving for agriculture, farmers, country, and promoting income. In this way we should pay attention to follows:1. Care for farmers, enhance the cooperation with business, enlarge the production scale, stabilize the production to meet the market.2. By introducing of science and technology improve tobacco quality, by education promote farmers'awareness to safety and environment protection, ensure the production of a unit base.3. Promote the construction of modern tobacco agriculture actively, reduce production cost, found or improve the policy to support and protect tobacco farm. Secondly, transform the economic growth pattern, to achieve it we must gradually enlarge the plant scale, develop modern tobacco agriculture, attach importance to science and education, absorb investments from various ways, and innovate institution. Thirdly, implement safeguard measures to tobacco by doing these: 1. Protecting the ecosystem, sustainably using resources; 2.Strengthening the organization of production management and establishing flue-cured tobacco production service support system; 3. improving the natural risk prevention system of tobacco cultivation; 4. Introducing technology, Creating and spreading new methods to save water, land, time, energy, labor; 5. Regulating tobacco prices in due course.
