Situation,Limiting Factors And Suggestions Of Flue-cured Tobacco Production In The Inner Mongolia Autonomous Region

Tobacco industry,as an important part of the national economy,is a monopoly industry in China.The production of tobacco leaves is the base of the industry.With recent years' supply-side structural reform,the total production of tobacco leaves has dropped from 1.22 million hectares and 2.35 million tons to 900,000 hectares and 1.744 million tons.The production plan of tobacco planting in Inner Mongolia has been reduced by about four-fifths.In this paper,the production and development of tobacco leaves in Inner Mongolia was discussed in detail by means of consulting data and investigation.It has been growing tobacco for more than 40 years,with the scale of 3,200 hectares and 12,000 tons in 2005.About 9386.7 hectares of basic tobacco fields,4 seedling works,1670 intensive roasting houses,182 machines and so on are the construction achievement of the modern tobacco agriculture in Inner Mongolia.100%standardized tobacco production has been carried out.Other management measures,such as lean management,large-scale cultivation,cooperatives and professional services,and scientific and technological promotion need further improved.The nutrient content of tobacco growth soil is below the average comparatively,and the low potassium content of tobacco leaf is the shortage.Tobacco production and development in Inner Mongolia is quite serious,and many limiting factors need to be solved urgently.First,the level of suitable technology needs to be improved,especially some advanced technology.Second,the contradiction of tobacco grade structure is more prominent.Products are difficult to meet the needs of market.Third,the grim situation makes the production tobacco leaves in Inner Mongolia more dependent on policies.Inner Mongolia is in the north,not the core production area of tobacco leaf.With the popular of fine cigarette production,the proportion and amount of filling material in the cigarette formula have declined greatly,so it is the tobacco leaves of Inner Mongolia.Fourth,there are few of cultivated varieties.Fifth,the fields'rotation is difficulty.Sixth,the tobacco quality level is not excellent;the potassium content level is low,while the chlorine and the starch content are high.Seventh,the production cost is high.Eighth,the comparative benefits with competitive crops are not moved.Ninth,staffs and farmers on tobacco leaf production are aging.Through investigation and analysis,one of the countermeasures and suggestions is to change product,the other is to optimize the production mode and management.The former analyzes policies,skill trainings,and the substitution ways of the transformation of planting tobacco leaf.The latter states six options on the current development of the tobacco leaf industry in Inner Mongolia.Firstly,Production distribution need be optimized according to public policy.Secondly,more products should be joined into local cigarette factories in the Region.Thirdly,diversity tobacco special fertilizer would be applied.And the amount of phosphate fertilizer is as a priority factor in the soil formula fertilization plan to improve the quality of tobacco leaves.Fourthly,the proportion of first-class tobacco should be increased by optimizing the grade structure and reducing the number of leaves.Fifthly,intensive bulk curing and professional grading services are proposed to reduce the production cost input.Sixthly,the ways to increase tobacco farmers' income need to be explored.
