Research On Government Procurement Policies Improving Independent Innovation

Government procurement is an important means to regulate the macro economy and guide the industrial development, and also an effective tool to promote independent innovation. Independent innovation has become a major issue related to healthy economic development, national competitiveness and national security. However, our problems of less research and experimental development (R & D) investment, high dependence on foreign technology, poor independent innovation, have greatly hampered the healthy development of the national economy. In this situation, how to effectively use this control means, to promote independent innovation, has become increasingly concerned and urgent for being resolved.The article first analyzes the background and significance, and then carries on the summary to the domestic and foreign literature achievement. A brief analysis is made of government procurement and independent innovation, China's government procurement policy development process, and the framework of this article. Many foreign advanced countries have achieved great success in promoting independent innovation by government procurement. This article makes an in-depth comparison of their practical experience. The fourth part does an empirical study of the relationship between government procurement scale and independent innovation ability. According to the analysis results, there is strong correlation between them. This article aims to make some contribution to the public procurement improving independent innovation.Previous studies in this area are almost constricted to qualitative analysis, not quantitative study by using mathematical statistical methods. This article uses correlation analysis and regression analysis to find out the relation between the scale of government procurement and the capability of independent innovation, as well as to what extend of independent innovation relying on the scale of government procurement. In accordance with theoretical analysis and empirical stud, more effective and reasonable suggestions of government procurement policies are made to improve independent innovation.
