In recent years,our country has achieved rapid economic development,but economic development is inseparable from the construction what is based on the land.Therefore,the total amount of land for construction,if not effectively controlled,is bound to bring a great threat to the country's food security and ecological environment.For a region,how the scientific and rational distribution of land for construction issues,has the great influence on regional economic development,thereby, restricting the coordinated development of the national economy.Taking system control theory,the regional differentiation theory,theory of manland relationship,equity and efficiency theory as a theoretical guide,based on various factors on the impact of planned index of new construction land,this paper is distribution from the plan's basic concept,uses subjective and objective weighting method empowering to construct plan index distribution model and achieves the final distribution of the planned index.Taking Langfang as empirical research for the study area,from economic development,social development,land use status of several aspects,this paper throughs correlation analysis implemented in SPSS selected 12 influencing factors of Langfang in every counties (districts) plan index distribution including GDP,secondary industry,local revenue,total investment in fixed assets,total population,per capital disposable income,per capital net income,non-agricultural population and so on.According to the principle of distribution of plan index,it uses subjective weight of the AHP and objective weight of the BP neural network to construct the model and complete every county (district) plan index distribution.In the use of factors affecting the assignment process,it also uses a new scaling,with the traditional 1-9 scale method to compare the new scaling behavior,which is more closer to the people's determine.At the same time,this paper studies the standardized data of nearly 4 years,and finally run through the program in Matlab7.0,obtains the weight of distribution,and achieves the plan index distribution of land in Langfang.To make the results more scientific and effective and overcome the human factors impact on the weight of distribution,the paper uses BP neural network model and takes Matlab7.0 as a platform,using a large number of data samples of the BP network training and simulation,and ultimately gets the results of Langfang in every counties county (district) plan index distribution.Comparison of two disruibution plans and the analysis,the results show that the distribution of the two methods and the actual distribution have differences,but both of them can reflect the trend of distribution proportion,the BP neural network model's differences are less than the actual distribution compare with the AHP model,the BP neural network model predicts better,BP model is recommended for future related research.
