Study Of Pricing Mechanism For Chinese Wind Power

As the depletion of non-renewable fossil energy and the environmental pollution and climate change, which were caused by the using of fossil energy, the calling for low-carbon economy of human is increasing, the demand for the clean and renewable energy is growing strongly. Wind energy is one of the most promising clean and renewable energy sources, the rational development and utilization of wind energy is the inevitable choice of the sustainable development of energy. Therefore, many countries begin to accelerate the pace of development and utilization of wind energy.China has rich wind energy resource and advanced technology of wind power, the wind power industry of China developed rapidly, wind power has injected new blood for our power supply. Wind power will gradually replace thermal power, change our irrational energy structure, ease the issues of environment and climate of the using of fossil fuels, deal with international pressure of low-carbon economy, ensure the security of energy supply of China. Reasonable price of wind power is the key to protect the health and sustainable development of the wind power industry, the establishment of the appropriate wind power pricing mechanism is the premise of the setting of reasonable price of wind power.The breakthrough point of this paper is the domestic and overseas pricing mechanism of the wind power. The paper dose in-depth research of the development stages of China and other countries'pricing mechanism of wind power. The paper also dose in-depth study of the advantages and disadvantages of all kinds of the pricing mechanism of wind power. On the base of combining the factors such as, specific situation of wind energy resources, the level of difficulty of the construction of wind farms and the financing channels of wind power investors, and so on, we take the cue and experience from some successful foreign countries. China's wind power industry is still in its early stage, for the purpose of ensuring the sustainable development of the wind power industry, according to the actual situation of China's wind energy resources and the experience of other countries, we did research in the feasibility of the pricing mechanism of wind power, and designed detailed scheme of the pricing mechanism of wind power for China. We suggest that: according to the differences of different area, adopt different pricing mechanism, which is suit for the certain area; combine the advantages of different pricing mechanisms, to develop a comprehensive pricing mechanism. In rich area, adopt the tender pricing mechanism. In second rich area, also adopt the tender pricing mechanism and to promote further development of wind power industry. In third rich area, adopt floating electricity pricing mechanism to encourage the development of wind power industry. In forth area, adopt completely fixed price pricing mechanism to protect the wind power industry. Finally, the article proposes the application conditions of the green price pricing mechanism and the efforts we need to do.
