In recent years, the application of outsourcing gradually shift from information technology to human resources management. Human resource management theory and practice of outsourcing become a hot topic. As an important functions of human resource management, training has been widespread attention. The traditional way of training may be due to internal resource constraints and difficult to effectively and timely training for staff, improve training performance, development of human resources in order to achieve promotion of human values. Therefore, the introduction of the training outsourcing will train to an external core competencies in this area with service providers to complete training and become the choice of many enterprises today. At present, the outsourcing of the training focused on training, outsourcing and the relationship between corporate performance and risk as well as two aspects of the training outsourcing mode. Shortcomings of these studies is that:no value added outsourcing model can enhance the training to a more scientific system, a more comprehensive consideration of the value added of the whole process, of course, for this system, individuals and the relationship between individuals the lack of a corresponding.The main results of the work and innovation are as follows:l.The proposed training, training outsourcing network outsourcing vendor selection criterion, through extensive reading related literature, including:selection of indicators of network nodes, human resources outsourcing provider index selection and training outsourcing provider selection indicators, a comprehensive comparison determine the choice of outsourcing provider training indicators, build a training evaluation model for outsourcing vendor selection.
