This paper is based on the fact that B company has found a practical problem in the process of training outsourcing management, that is, how to carry out the comprehensive evaluation of outsourcing before the tr aining, so as to enhance the accuracy of the training outsourcing resource selection, and ultimately improve the quality of training outsourcing. Aiming at this problem, this paper carried out a series of research, based on a certain research method and process, developed an evaluation tool of B company’s actual situation, and solved the evaluation method and selection criteria of B company in the process of training outsourcing management.In this paper, we start from the problem, through the history of B company training statistics and response assessment data, from multiple dimensions to define the problem, clear the training outsourcing supplier selection evaluation tool is to solve the problem of B company’s training outsourcing effective solution.In the process of the research, we have found a series of indexes based on the four evaluation indexes, and the frequency analysis of the indexes, and the evaluation index of the high frequency. Secondly, the weights of the indexes are set up by the method of analytic hierarchy process, and the results are verified by the attitude of B company. In the end, the reliability and validity of the evaluation tools were verified by the statistical method of the evaluation of the consistency test and the effect standard test.On the application of theory, this paper synthesizes many theoretical systems. The evaluation of service quality, training effectiveness, service outsourcing, human resource outsourcing, enterprise training course design, Sheng Renli model, supplier management, and many other theories based on evaluation index of four latitudes were integrated; not only reference to the training outsourcing supplier qualification index, also referred to the human resources outsourcing supplier and service outsourcing supplier qualification index; not only refined the elements of the training curriculum design, but also extracted the elements of training effectiveness evaluation.On the technical method, this paper used the literature frequency analysis, the questionnaire survey and analysis, the level analysis, the group decision-making, the correlation analysis, the reliability and validity test and so on many kinds of research methods and technology.The output of this paper is a training outsourcing supplier selec tion evaluation tool, 29 indicators from four dimensions to a training outsourcing supplier evaluation system, and put forward a series of security measures for the application of the tool. In order to solve this problem, the tool is based on the background of B company’s training outsourcing management. Finally, the evaluation tool and the whole index system are based on the above research process, compared to other indicators in the literature, with a certain degree of innovation, comprehensive and practical value!...
