Migrant workers have been occupying an important position in the manufacturing, especially in the enterprises of cities. They have made a significant contribution to the rapid development of China's economy. Nowadays, the current path of economic development in China is facing restructuring, which should change from extensive to intensive. In this transformation, it is important that towards more reliance on human capital investment and technological progress, instead of relying on funds and natural resources inputs. Therefore, analysis on human capital investment and income of the migrant workers has important theoretical and practical significance, which would promote the transformation of economy, improve the quality of economic growth and increasing the income of migrant workers.This paper reviews the theory of human capital and the estimation method of return rates, using a qualitative and quantitative method, and takes the example of migrant workers in Hangzhou to study the human capital investment and income. Then draw the following 5 conclusions:the rate of return to education in female is higher than that in male; different education levels has different rates of return, the college education and above have the highest rates of return, the second is vocational education, while the rate of high school education is not significant; the training which is not organized by enterprise has more significant return to the workers than that organized by enterprise; increasing the education level also has the impact on income; whether hold a vocational qualification is not significant to the income.By analyzing the impact factors to human capital investment and income, find several problems, one is that individual investments are easily limited by the financial ability and time, the investment behaviors are also with blindness; Second, the human capital investments of enterprises are low in quality, and the effects are also poor; Third, the government is still in low level of financial investment, has not taken the function of organization and legislation.The possible innovation of this article is that the training which is not organized by enterprise has more significant return to the workers than that organized by enterprise. In addition, the article used increasing the education level as a variable to reflect its impact on workers'income. When it comes to rate of return in education, vocational education is more significant to workers'income than high school education. In previous studies, always put the vocational education into the high school education, this finding also reflects the needs of manufacturing enterprises in the special education level.
