| Technological talents aggregation is produced in the process flow of technological talent that the talent density of one region is more than other regions. When the aggregation reaches a certain size, the effect of technological talents will be produced under the influence of harmony internal and external environment.Technological talent aggregation effect is a 1+1>2 synergy in the condition of technological talent effective restructuring and reasonable configuration. It is conducive to the production of knowledge spillovers, information sharing, innovation, scale and other regional effects, and improved the promotion of regional innovation capability and overall competitiveness.Technological talents is the subject of innovation, which has high capacity, high-quality and much more advanced knowledge (especially tacit knowledge) and technology. And technological talent has a strong desire to pursue and diffusion characteristics. These are the Intrinsic motivation and key factors which promote and enhance regional innovation effect.There are lots of factors influence the regional innovation under technological talents aggregation. This article has researched the mechanism of regional innovation from the knowledge, technology, system and culture three aspects, and built three sub-model of innovation:knowledge diffusion model, technology innovation model, system and culture innovation model. Then the research established the effect of regional innovation model in the condition of technological talent through synthesis and analysis the three sub-models, And the article tested and verified the model with Taiyuan City for example. At last, the research made some suggestions and measures to promote regional innovation in the condition of technological talents aggregation, aimed at efficient implementation of maximize the effect of regional innovation under technological talents aggregation, enhance the effects of technological talents aggregation and promote technological talent innovation.The research is divided into 8 chapters. The first two chapters described the background and significance of topics, and summarized the major basic theory and related literature review. The third and fourth chapter proposed and analysised the definition of technological talent and technological talent aggregation, and defined the region and regional effect on the basic of Chinese traditional culture, and redrawing the region coverage. Then the chapter analysised the content and mechanism of regional effect in the condition of technological talent aggregation. The fifth and sixth chapter analysised the influence (the promotion) of technological talent aggregation to regional innovation from knowledge innovation, technology innovation, system and culture innovation three parts, and built three sub-models of regional innovation based on the analysis of preceding chapters, and built the regional innovation model through analysis and combined the sub-models. The purpose of research is to enhance the effect of technological talent aggregation, and promote the generation of regional innovation and Maximize its effect. This part is the most important one and the innovation in the study. The research verified and modified the innovation effect model with Taiyuan city for example in order to play the role of technological talents, enhance the effect of talent aggregation and regional innovation capability according to the actual situation of Taiyuan finally.The innovation of research:(1) The study redivided Chinese region from traditional culture, and analysised the characteristic of them.(2) The research built the knowledge diffusion field model in the condition of talent aggregation in the purpose of enhancing the talent structure of aggregation region and maximize the knowledge innovation output.(3) The research built a regional innovation model in the condition of talent aggregation. |
