With the afore-mentioned problems, after analyzing the natural resources, social factor, economic factors and technological factors, the paper put forward the advantages of Liaoning coastal economic zone develop low carbon economy. According to their own conditions, the paper proposed that Liaoning coastal economic belt should vigorously develop advanced equipment manufacturing, modern service industry and cultivate high-tech industry actively.
