Liaoning coastal economic belt is located in an important position in the Bohai rim region,is the key region of Northeast Asia economic circle, resource endowments excellent,industrial strength, advanced transport system, the development of the revitalization of thenortheast old industrial base, improving the layout of our coastal economy, promotingcoordinated regional development and opening wider to the outside world, has importantstrategic significance. However, with the development of economy and the coordinateddevelopment of the marine environment bottleneck effect of rising, the marine environmenthas increasingly become the space carrier of pollution output and environmental emission.Because the domestic sewage and industrial wastewater emissions, pollution emissions,expand the bad effect, pollution control efforts is not enough in the marine ecological disaster,biodiversity reduction and aquaculture production sharply, seriously affected the overall levelof economic development of Liaoning coastal economic belt. In2010May, LiaoningProvince, the eleven session of the seventeenth meeting of the NPC Standing Committee putforward the "Liaoning coast is not only the construction of the economic belt, but also do agood job of the sea, to vigorously develop the circular economy, but also to strengthen theprotection of the ecological environment, promote the marine resources reasonabledevelopment as the premise, to science, moderate use of sea sea with the sea, as the basiccriteria, in accordance with the sustainable use of functional sequence of marine functionalzones of marine resources." It is not difficult to see, to restrict the marine environment withsustainable economic development of Liaoning coastal economic has attracted the attention ofall levels of government departments, the coordination of research has become a hot spot ofmarine environment of academic and management research. In order to make the economicdevelopment and the marine environment and realize sustainable development, based on thetheory of technology must make evaluation on its, utilization and protection of scientificmethods to guide the marine environment, so as to meet the economic development needs, isvery important to realize the coordination of Liaoning coastal economic zone economy andmarine environment development.Based on this, this paper uses the qualitative and quantitative methods, on marine resourcesand environmental constraints, the problems of Liaoning economy and sustainable development of marine environment in coastal economic zone were studied. By using theenvironmental Kuznets curve, the variable fuzzy recognition model, spatial econometricanalysis model, wavelet analysis, system dynamics method, empirical research combined withthe actual situation of Liaoning coastal economic zone, and put forward the correspondingsuggestions on the case of economy and marine development regulation of Liaoning coastalfuture. The specific contents are as follows:(1) of the coastal economic belt of LiaoningThrough the qualitative study of Liaoning coastal economic and marine environment,development, economic development and marine environmental changes associated with theLiaoning coastal economic zone, discusses the change of each stage of economic developmentand the marine environment, analysis of the adjustment of Liaoning coastal economic zoneeconomy and marine environmental policy, research on Liaoning coastal economic zoneeconomy and sustainable development of the marine environment restricting factors. Acomprehensive summary of the economic situation of Liaoning coastal economic belt and themarine environment to the macroscopic and microscopic direction, provides an importantreference for the further research of Liaoning coastal economic zone.(2) the Liaoning coastal economic belt of economy and marine environmental evolutionThe evolution of the administrative management system according to the policy, theareas along the coast of Liaoning, to study the relationship between economic development ofLiaoning coastal and marine environmental change. Through a comprehensive analysis of thedata of economy development and marine environmental data, the Liaoning coastal eachdistrict economic development and change of marine environment is divided into severaldifferent characteristics of the stage, at the same time in each of the single index on the basisof analysis, the index dimensionless treatment, on the relationship between economic andenvironmental analysis, eliminates the single conclusion. For improving theLiaoning coastal economic belt and the Bohai region’s economic mode of industry, economicpolicy, increase regulation of marine environmental protection policy, sustainabledevelopment has a very good reference. This chapter uses the wavelet analysis andprediction method, the main pollutant concentration can be marine environmentalconcentration time series were decomposed by wavelet, decompose them into differentfrequency pace, but because after concentration sequence after the decomposition of maingroup in the original signal frequency is relatively single limit, at the same time, the waveletdecomposition will smooth signal filtering processing, make it so, after the signal isdecomposed after two is obtained, the stability is better than the original signal is relativelymuch better. So using wavelet analysis prediction method is more scientific and practicalvalue, high reliability. By using the method of systemdynamics in Liaoning coastal economic zone of the ocean research and utilization of thefuture economic development of Liaoning coastal economic belt and the marine environmentprovides scientific basis and reference to carrying capacity.
