Development promoting relies on science and technology progress, the quality improvement of laborers, rebuilding of administration innovation is the guideline of economic growth transformation. Recent years, with sustainable and rapid development of economics, continuous innovation of science, technology and management method together promote the enterprise profits significantly. Overall, the quality of labor forces condition the economic transition mostly. Electricity industry has been put in an strategic status in economical development. During the period of ten twelve programming, the development of electricity industry has been in a stage of big grid, high capability units, high voltage and high degree of automation. With the development of production modernization, the manpower needs for electricity industry have transferred from quantity to quality. As to the present situation of electric power industry professionals in our country, the whole quality is hard to meet growing demand of the industry. Therefore, only by constantly improve the quality of power industry education training and actively cultivate more workforce of higher quality, to better promote the development of the electric power industry.Electric power industry training is an important component of our vocational education training. After analyzing characteristics of electric power industry training, the training quality management theories are neatened in this paper, especially the Total Quality Management (TQM) and the ISO10015 quality management, then political, economic, social and technical factors of electric power industry training are analyzed (PEST analysis). It is pointed that the party and government in China pay attention to training work, economic and social progress and innovation of technology provide a good environment for electric power industry training work and training quality improvement. The status quo of electric power industry training is comprehensively analyzed in the papers, such as incomplete planning, immature training mode, lack of organizational analysis, assignment analysis and man analysis, and so on. Then it comes to an conclusion that:the raining demands are not clear; the training system is not enough perfect for management; the training contents are always divorced from practical use; and the training items often lack of required resource; training results don't be evaluated through professional method. Meanwhile the patterns and shortage of the electricity training organizations are analyzed. Based on practical working experiences, how to improve the quality of power industry training system is mainly discussed in this paper. And several operative means are put forward to execute management effectively, including the targeted objectives selection, method determination of training content, way to scheme optimization, feedback and evaluation of training system. Through both empirical research and analysis, the theory of training education get enriched and improved. The opinions proposed in this paper have guidance value for human resource department starting staff education training work.
