21st century is the era of knowledge-based economy, human capital has been more than physical capital and natural capital, and human capital has been the important capital of the organization at stimulating competition in the market. Power industry needs excellent human resources as important basis for people's livelihood and knowledge and technology-intensive industries. As market competition continuing to intensify and the power of physical deepening reform, the reform wave in a competitive electricity supply company, the training center necessarily aware the business strategy from a high level of the importance of building human resources. How to design a scientific and effective human resource planning has become Department of Human Resources Management of the training center requiring urgent saluting issues.Human resource planning is a basic activity of the enterprise human resources management. It starts from a higher starting-point and a higher level to make the system consideration and overall planning. It is the basic work to fulfill the scientific management of human resources, which is also the important foundation of the strategic target realization. Based on the learning innovation, the author worked from the reality of work, combining theory with practice, connecting the developing process about the training center, analyzing the human resources management status and needs for the future to make a study of the human resource planning. This paper can be helpful for the strategy of "building a modern training center". It can design the existing human resources policies to guide the planning period of human resources management, improving the effectiveness of human resource management and forward-looking. It can provide intellectual support and human security as well as foresightedness for the development of training center.
