The21st century has seen rapid development of the knowledge and economy of theworld. The main factors that influence the economic growth gradually transfer frommaterial suppliers and natural resources to human resources and technology, and thecompetition in agriculture is becoming more and more fierce.Managers come to realizethat the growth and expansion of the organizations is closely related to the utilization ofhuman resources, especially when the human resources and technological competition havegreater effect on economic development in our country. Therefore, proper plan of humanresources is set up according to the strategy of organization expansion. It is no doubt thathuman resources have become one of the vital elements of the competitive power. Based onthe strategy of the organization, adopting the method of science and by means of theinternal training and external introduction, human resources’ planning ensures meet thecompany’s human resources, and it also makes the organizations and individuals obtainlong–term benefits, which is of great significance to the existence and development of theorganization.The thesis takes the GBH center as the main subject.First, through the analysis of theexternal business environment, industry environment, external environment and the currentsituation of human resources, and finds out some problems in human resource management.Secondly, the thesis forecasts the human resource demand of each post by the methods ofManagement Judgment, Experience Analysis and Zero-base Analysis, and it also predictsboth the internal and external personnel supply for each post through Markvo Matrixmethod. Then according to the analysis of the data and results, combined with thedevelopment strategy of the center, work out human resource planning objectives on thenext five years. Meanwhile, as a human resource planning support, it puts forward detailedhuman resource programs including the talent-introducing plan, the core talent echelonconstruction plan, the education and training plan, the incentive plan and the staff careerplanning program. Finally,to enable the human resource planning of the center to achievegood effect, the thesis puts forward corresponding measures.The paper based on the center of internal and external environmental analysis, throughthe combination of qualitative and quantitative analysis, the thesis is written to offerreference for the human resource planning to the GBH center and the similar units.
