Synthetic Evaluation Research Of Tertiary Industry Development In Henan Province

Transfer and structure upgrading of industrial has always been an important part of the national economic strategy, particularly in the "Twelve Five" plan of our state.With the mature of industrialization of southeastern coastal regions, part of the industry began to shift to the mainland, replaced by high technology industry or the tertiary industry, which is also the general law of evolution of the world industry. In the condition of industry highly developed, the tertiary industry will account for more and more weight.Tertiary industry, also called service industry, is the general name of the other professions besides agricultural and the industry.It is a very broad coverage of industries, ranging from the departments which serve for the public(such as state agencies, political organizations, the military and police etc.) to commercial catering business, which all belong to the scope of the tertiary industry.So,the tertiary industry is also a very important industry, and its healthy development is very important. Meanwhile, in the economic society development,the country and all levels of government pay more attention to the tertiary industry.This paper describes the overview of the development of the tertiary industry in Henan Province. The research discovered that the proportion of the tertiary industry in national economy steadily improved, but the rise is small. The contribution of the tertiary industry to the GDP is relatively stable; it has become the second driving force of economic development; simultaneously the growth of labor force of the tertiary industry is also quick.On these basis, we find the development of the tertiary industry in Henan province mainly rely on traditional services and the development of the modern service industry is relatively slow. To further study the development of tertiary industry in Henan Province, considering various factors impacted the development of the tertiary industry, for example, total economy level of development, industrialization level, urbanization level, consumption expenditure condition, marketability degree ,we construct the evaluation index system and then study the general situation of the tertiary industry in 18 prefecture-level cities of Henan used factor analysis method.Draws the following conclusion: in addition to Zhengzhou City thrived, the integral development level of tertiary industry in Henan is not high and the difference is not obvious; the development level of economic and the industrial structure evolution have big influence to the tertiary industry;The development level inside of the Central Plain Urban Agglomeration is higher than the other cities in Henan Province.Apart from analyzing the tertiary industry of the Henan and all over the cities, the paper also attempts to preliminarily study the agglomeration characteristics of the tertiary industry internal professions. Due to data availability limited, the paper choice the location quotient, the Gini coefficient and industry concentration ratio to calculate and analyse. From the analysis results, the results of the analysis of three indicators have a strong similarity.It may explain the distribution of the tertiary industry in Henan Province to a certain extent. Overall, the tertiary industry in various cities in Henan Province has no obvious clustering features.In the basis of qualitative and empirical analysis, the paper proposes countermeasures to promote the development of tertiary industry in Henan Province: transformation tradition tertiary industry, to promote the development of the new tertiary industry in Henan Province, to establish prioritize profession of the tertiary industry in Henan Province such as tourism and modern logistics industry,to step guide and regulate the tertiary industry,to impetus urbanization advancement to promote the development of tertiary industry,to promote economic development to provide support for the development of tertiary industry.The hope proposed the related countermeasure and suggestion have certain practical significance and the reference value to Henan Province's tertiary industry's development.
