As the pace of reform has been accelerated, today’s Shanghai, located a variety of and enterprises. Among them, private enterprises which are making tremendous contributions for Shanghai’s economic are growing. Meanwhile,there are many sharp economic problems in the process of the development of the enterprises. Especially, industrial relations is an unavoidable "persistent ailment". In the suburbs of enterprise, there are serious labor problems which frequently cause labor disputes. With Hu jintao as general secretary of the communist party of China, the fourth generation of collective leadership, based on the basic socialist national conditions, combining the development practice in China and foreign historical experience, proposed the scientific concept of development the important strategic thinking in order to adapt to the new development requirements. The labor relations of private enterprises are harmonious which suburb the concept of scientific development theory ideals.Therefore, the construction of the harmonious labor relations should be advocated in the harmonious society in China. It is conducive to promote enterprise’s orderly development, catering to laborer growing material and cultural needs and is more advantageous to realize the ultimate goal of socialist society.This paper, with the scientific development view as the theoretical purpose, with a sampling survey data from private enterprises in the suburb of Shanghai, in, based on the domestic and foreign scholars, combining theories with practices, expounds the current situation of the private enterprise labor problems between the workers and business owners and the influences of society in detail.From the labor’market disequilibrium, imperfect law system, the deviation of the government’s realization and lacking of social responsibility of the enterprise, and so on, the writer puts forward to six countermeasures.The purpose of this paper studies is to help to solve the economic problems through the analysis private enterprise of Shanghai in an even better fashion.Thus promoting economic of Shanghai rapidly and finishing the12th five years’plan early. At last, people’s living standards and quality are improved obviously.
