Since China joined the WTO and China's economy is developing in a continuous and stable trend, the tourism industry in China is also in a high speed development period, which becomes important industry to promote the development of national economy. The tourism industry is not only the important industry can expand employment opportunities, also can promote the development of other industries. In this process China's hotel industry experienced the process from small to large, although experienced the impact of the financial crisis in 2008 and the H1N1 flu in 2009, with the international economic environment turned for the better, the hotel industry has entered a new round of rapid development stage. In the "Eleventh Five-Year",hotel investment in our country reached about 340 billion , In the "Twelfth Five-Year" China's hotel industry will obtain further development, the competition between hotel companies will be more intense. It expects new kinds of accommodation of china will reach 20 thousand by 2015; including star hotel which is about one thousand, five star hotel will more than 500. The merger and reorganization between Hotel groups will more frequent, which is cross-regional, transnational. Foreign giants seize the Chinese hotel market one after another, all kinds of hotels will be a high growth rate, hotel industry is facing fierce competition in the market, how to increase competition in the hotel's core competencies, achieve sustained and stable development is the problem each hotel operators need to think about repeated.More and more companies recognize that the importance of human resource management in improving the competitiveness of enterprises. As an important part in hotel internal management, human resources management has great significance in improving staff quality, enhancing the cohesion of great significance. Performance management is the key link to human resource management. Since 1978 American management experts Aubrey ? Daniel put forward the concept of performance management, the study on performance management began into the line of sigh of relevant experts and scholars. Especially in the second half of 1980s and the first half of 1990s in last century, as the deepening research for human resources management theory and practice , the view of performance management is the core content of human resource management ,which is gradually accepted by people. Performance management theory has developed for 30 years, as the effort to explore experts and scholars from different countries, the theoretical content is perfected gradually. And combining with certain management tool it has been applied in many industries for improving and developing, which provides a mature management ideas and methodology to improve the organization and individual performance. In order to improve the performance management of hotel companies, it should establish a scientific, reasonable performance management model and ensure just and fair performance appraisal process can help to improve the efficiency of performance management, enable enterprises to gain sustainable competitive advantage.First, this paper bases on recent research and studies home and abroad, this thesis detailed analyzed the theories and methods of performance management, the main method are 360 degree feedback, goal management method, and key performance indicators method Balanced Scorecard method. Second, in the study of Chinese hotel industry on the basis of the status, CBS hotels the basic situation and status of performance management of CBS hotels were analyzed. Mainly analyze the CBS hotel performance management problems, deeply discussed the high staff turnover rate of the hotel problem, and the performance of the traditional hotel management. Finally, in front of the performance management theory and methods of analysis, combining the hotel's own characteristics, based on 360-degree assessment method and the goal of improved management methods and building performance management model - the five-star performance assessment model, the five-star performance assessment model is based on the basic principle of 360-degree performance assessment method, through the use of mathematical functions, geometry and reference key performance indicators evaluation method and evaluation method, which evaluates the one for all-round performance evaluation and comprehensive performance. This assessment methods in reference to the advanced performance evaluation theory, and integrate the other advantages of assessment tools, improving the performance evaluation of scientific rationality. It uses mixed assessment indicators, and designs the associated weight. Performance assessment questionnaire is designed not only to note evaluation processes involved with three different ways -behavior, results and ability, it designs a questionnaire according to the different jobs, working properties of ones. This paper illustrates the assessment procedure and implementation process of the application of this model in detail, and put forward the management strategies for improving the performance of CBS hotel, Such as: strengthen the construction of enterprise's culture, strengthen performance management, establish the reasonable evaluation system, strengthen the hotel staff training, conduct performance evaluation and feedback, and etc.
