Abstract/Summary:
Accompanied by the rapid increasing emissions of greenhouse gas and the energy consumption, human beings are faced with double crisis such as:the shortages of energy and the worsening of the living environment. It has been reached an agreement worldwide that to develop a low-carbon economy, and expand rapidly in the countries all over the world. In the situation, it is imperative for transportation industry, an energy-intensive,high greenhouse gas-emissions industry, to save energy and reduce the emissions. However, there is no all-round and unified evaluation index system for urban passenger traffic, thus this paper is to spread further research and proposes the concept of low-carbon passenger traffic system (LCPTS):a passenger transport system which is led by low energy consumption and low emission (or no emission) passenger traffic tools, such as urban rail transportation, public trolley, battery car, bicycle and so on.The paper summarizes the research status domestic and abroad of the low-carbon transport and urban passenger traffic system. Based on the research of the basic theoretical analysis of the LCPTS, such as the connotation, structure, influencing factors and the relationship with the city development, the paper establish the evaluation index system of Metropolitan LCPTS. And then gives the specific definition and quantitative methods of each index. The monomer quizzes and overall test is introduced for perfecting the index system; Then based on the analysis of the disadvantages of single evaluation method, the grey system theory and the fuzzy comprehensive evaluation are combined, thus, establishes the model of the gray-fuzzy comprehensive evaluation. In order to acquire more comprehensive assessment information, data analysis evaluation is selected too. Finally, a metropolitan LCPTS is chosen to be as an evaluation example. After analyzed the evaluation results of the city, some suggestions for improvement are put forward for the construction of the LCPTS. In the end, the evaluation example verifies that the evaluation system is rational and feasible.
