| It is widely accepted that the science and technology has been the main driving force for economic and social development. Especially in recent decades, it is becoming more and more important with the rapid development of electronic information technology. Anyway, it is a critical period for Jilin province in the next 15 years to take an accelerated change into knowledge-based society by facing a series of opportunity and challenge.As the final stage of transform science into productivity, industrial technology can directly promote economic and social development. Under such circumstance, it has been duties for government to promote regional industry development through research on industrial technology. Many study results support such viewpoint that clear direction, high level and sound structure of industrial technology has been the essential conditions for regional economic development. Currently, the development of leading industries and being a new world manufacturing center are challenging the leading industrial technology which is not obviously advantaged to others in Jilin province. Therefore, it is very important for leading industries to strengthen the industrial technology research and development so as to provide the regional economic development with technical support.This paper includes the following four parts:1. Study on the theory The author mainly reviewed the abroad and domestic development theories of technology from seven aspects in this part: firstly, lucubrated the rule, motivity and model of technical development; secondly, reviewed the researches of technology foresight, such as its concept, characters, prerequisites and function etc. Thirdly, expounded the researches of technology track such as its concept, development, switch, and the main factors of switching; Fourthly, reviewed the condition of the technological leap theory; Fifthly, expounded the concept, process, development and role of technology roadmap; Sixthly, analyzed the domestic and abroad researches on key technology; Seventhly, described the appearance and development of industry life cycle theory.2. Study on the development condition of science and economy in Jilin provinceGenerally, the achivement on basic and applicational science is distinct in Jilin province because of its relatively correct scientific research and development. At the same time, they have established a development frame of high-technology industries, especially, promoted the technological innovation of leading industries.There are also many problems during the development of science and technology. For example, the economic contribution rate of the science and technology is not high because of the goodish engineering technology what also slow down the transformation process of scientific and technological achievements. Needs to be emphasized is the serious shortage of the governmental and enterprise investment in science and technology. In the end, there is very lack of excellent scientific and technological experts because of rigid personnel policy in Jilin province.The paper also carries out a kind of economic development model of Jilin province. Innovation has been the crucial factor for promoting regional competitiveness, and is necessary for government to build the innovation-oriented country. So, the author thinks that innovation is the only and scientific road to develop economy and society in Jilin province in the current new situation.In this part, the author also analyzes the technological needs of leading industries according to the strategic objectives, includes of buliding a well-off society, taking a new road to industrialization and revitalization of the old industrial bases, after analyzing its golbal trend.3. Technological forecast of the leading industries in Jilin ProvinceThis paper established the indicator system for technological forecast of the leading industries in Jilin Province which is composed of 27 indicators in three groups. Then, the author forecast the industrial technology in the next 15 years with the Delphi and multi-objective decision-making method. Ultimately, the paper discusses the constraints and path to the development of the industrial technology in Jilin province.4. Countermeasures to upgrade the technology of leading industries in Jilin province(1) Macroeconomic policy.①Building regional innovation systemFirstly, to make the enterprises who can make decision independently, share of innovative revenue and assume the risks of innovation enterprises become the main body of technological innovation.Secondly, To change the management of research institutions, optimize the distribution of scientific and technological resources, for example, fully take importance to colleges and scientific research institutions, so as to provide technical source for innovation.Thirdly, it is useful for innovation between scientific and technological achievements and market to build the bridge. To establish engineering and technology research centers so as to connecting the research and production closely. To establish productivity centers for SMEs and technology entrepreneurship centers for high-tech enterprises.Fourthly, to establish competition mechanism for talents. To reform the talents flow mechanism to encourage talents flow into enterprises from colleges in order to transfer scientific and technological achievements into productivity. Meanwhile, to educate a number of high-tech talents by utilizing the intelligence and information advantages.Fiftyly, to Strengthen intellectual property management. At the same time, it is very necessary to improve the design, implementation and supervision system of the technological standards.④Implemente the Enterprise Technology Innovation ProjectTo build basement in key areas of technological innovation. To increase investment to technological innovation, especially for large and medium-sized state-owned enterprises. To build a dynamic technology development system. To Establisha multi-tiered and multi-chanels financial system which is mainly made of enterprises'investment, guided by government investment. Firstly, enterprises should enhance financial investment continuously by itself, secondly, enterprises should create a wonderful circumstance for entrepreneurs in order to keep a effective decision-making through optimizing the performance evaluation. Finally, Enterprises should arouse the enthusiasm of technology staffs, to improve their ability to innovate, to create an enterprise of respecting knowledge, and to establish a reasonable human-resource policy.①Reform the organization of research projectTo build research and development centers which can contain research institutions. To launch horizontal research with colleges or research institutions. Finally, to keep enterprises a high technological innovation capability.②To optimizing the technology transfer and absorption modelNowadays, enterprises should mainly adopt imitation innovation model while do some Secondary Innovation and integrated innovation,This research should be amended on the following aspects:Firstly, the author only considers the professional career during the technology forecast of leading industries in Jilin Province with the Delphi method.Secondly, the author should had researched the choice of technology with not only quantitative analysis but also qualitative analysis. Of course, to choose correct technology is a difficult job that need many kinds of expertises for the author.
