Research About The Determination And Using Of Rural Minimum Living Standard

Rural minimum living standard security system is the important part of rural security system, and the standard of rural minimum living security is the core to confirm the security subsidies, to raise the fund and some other related work. In daily operation, the confirmation of the standard of minimum living security is not scientific, it is low and the gap between different regions is obvious. The influence which leaded by it is that some of the poor people can not the enough basic living security. Therefore, we should make the standard of the rural minimum living security scientifically and reasonably, so that to make it keep pace with the rising prices and the development of rural economic.This paper analyzes the measuring method of rural minimum living security by normative research, empirical research, comparative analysis and mathematical model, and this paper got the standard of rural minimum living standard with scalability linear expenditure system method, and this paper proposed the measures to perfect our country's rural minimum living security. By research, this paper mainly gets the following conclusions:(1)Compared with other methods to measure rural minimum living security, scalability linear expenditure system method using the theory of econometrics and a large amount of data, researches the consumption of residents, and this method gets the index which could reflect the process of poverty scientifically, it is convenience to control and get the data. So this paper selects this method to start this research.(2)After data collection and the application of scalability linear expenditure system method, this paper measured the standards of our country's rural minimum living security in 2010, and based on the next decade'forecasting data of our country's rural net per capita income, this paper measured the predicted value of the next decade of our country's rural minimum living security.(3)By empirical analysis, this paper found that the standards our country's rural minimum living security is quite lower than predicated value. Besides, its financial support is not enough, the gaps between different regions are obvious. The selection of method, the obstacle of systems, and some actual problems are the main reasons to lead the above problems.(4)In order to make good use of rural minimum living security and improve the rural residents'security level, the standards of our country's rural minimum living security should be perfected in the process of implement. The refine of rural minimum living security should stick the principle of equity, sustainability, pluralism and human oriented principle, and consider the ability of financial support, try to make the standard keep pace with the predicated result.(5) In order to apply the standards of rural minimum living security, we should establish the financial collecting system based on the public finance, found the transfer payment from the exchequer system which could reflect the difference in different regions, the government should bear the security fund in different classification, and it also be supported by social assistance system and some other related measures.
