Pick to The rural minimum standard of living security system is the most important part of China's social relief system.It is of great significance in helping the poor people,improving their living standards,promoting rural economic development,and alleviating the urban-rural dual structure.Sometimes it can even be called "the last straw".Object and low qualification is the most core in rural residents work the most critical link,low accurate object recognition accuracy and recognition and follow-up work to be meaningful,if low qualification appeared deviation,will appear“goofing off”phenomenon of the sham as the genuine,finally didn't get the guarantee should be protected,should not guarantee of“eating”on the low,deviated from the original intention of low work,makes the people complained,reduce the government's credibility.Therefore,only by accurately identifying the objects of subsistence allowance,can we ensure that this livelihood is actually implemented,and can we ensure the smooth realization of the goal of "should be guaranteed to the utmost".Promoting as jilin province's largest Korean,because agriculture as the foundation is weak,low level of agricultural modernization,labor service export large population,traffic inconvenience,information lag factors,such as economic development level is relatively backward,the number of rural social vulnerable groups,poverty alleviation pressure,rural minimum living security system as the last line of "the people's livelihood security safety net" is not only effectively solve the bottom the lives of the poor problem,also helps to balance social contradictions,with the central party committee to "build a well-off society in an all-round way,a nation can't be little" consistent policy.On the basis of fully understanding the rural low-income work system in Yanbian Prefecture,this paper combines questionnaires and interviews to sort out 218 micro-data of Chaoyangchuan Town in Yanji City,based on welfare economics fairness and efficiency theory,game theory and social security.The theory analyzes the policy itself,the executive body of the policy and the recipients,and the policy execution environment.Through investigation and research,it is found that the implicit income investigation is difficult in the process of qualification recognition of low-income,the professional level of staff is low,and democratic evaluation In the form of“relationship protection","personal protection",low-security supervision mechanism is not perfect,and so on.Finally,I also proposed in the paper to enhance the participation of the whole society in the work of subsistence allowances by introducing third-party evaluation agencies,formulating accurate income survey methods,emphasizing social exertion,building information sharing networks,and improving the operational capabilities of grassroots civil affairs workers.And improve the path of low-income supervision and other aspects of improving the minimum living security policy.
