Study On Reform Of Collective Forest Rights System In Hainan Province

The purpose of this article is to find the key factorinfluencing the effect of the forest right system reform policy of Hainan province by analyzing the characteristic of the forest right system, the process of its revolutionand the current situation and the problem due to the reform policy. With the result, an effective precept to deepen the forest right system reform policy of Hainan province may be put forward in order to provide some clues for the measures drafted by the government.In the first stage we review the background and the existing circumstances of the forest right system reform policy and its meaning and purpose, the article then explains the research method, research content and technic route. Secondly I give a brief introduction of some relative theory about the forest right system and forest land value evaluation which is the basis of the article. After that we analysis the history and law of development of the forest right system, and we also refer to the measures towards to forest right system in the south of China. In the third part of the article we recommend the plan of the principle of the forest right systemof Hainan province and reveal the defect of ecological public welfare forest compensation system, forest cutting quota system, forestry tax and fee system, forestry financing, forest insurance, forest right circulation and forest resources assets evaluation mechanism. The forth part I research and sequencing the defects which are mentioned above according to the importance they played in the system by using the analytichierarchyprocess. At last, we propose the Cooperative-model forestry under the consideration of the five defects, which may offer some beneficial clues to fully advance the revolutionary in the reforming of the system of collective forest rights.
