With the rapid development of Chinese road transportation, the planning and construction of logistics parks are extensively concerned by the whole society. And in recent years the projects of planning and constructing of logistics parks have been increasing all the time with the constructing speed also accelerating. However, the development potential and existence value of logistics parks will be affected by each function blocks in the layout, scale and the rationality of the operation in logistics parks planning. Therefore the related planning of resource allocation of each function in the logistics parks also becomes more important.In the existing internal resources planning of logistics parks, the government often give priority to long-term benefits of urban development in the acknowledge of logistics parks, and only regard the influence of logistics parks on regional economic and social development as very important. Instead, the economic benefits and development speed lack deep considerations in early built of parks, and this results in the development underpowered of logistics parks. In the meantime, most of the private enterprises give priority to the maximum economic benefits in the development planning of logistics parks. And they invest and develop excessively on freight cargo business which recovers faster. However, due to the lack of progressive business philosophy and the long-term developing strategic, it often appears some problems such as park development potential shortage. Therefore, the balanced development of logistics businesses of the park is so important that it should be given enough attention in the early planning of logistics parks. And the internal resources of logistics parks should be distributed reasonably so as to promote the balanced development of logistics parks.The aim of logistic park's internal resources planning is to assign the necessary resources to each block so as to provide security for the development of the logistics businesses. This paper uses the basic ideas of synergetics and population co-evolutionary theory to analyze the influence of the internal resources and external factors in the development of logistics parks. And then it researches on the park's internal resource allocation problems. Based on the Lotka-Volterra competition model of the ecological system and combining the collaborative developing characteristics of transportation and warehousing functional areas of logistics parks, this paper constructs a synergy-competition model about transportation and warehousing business. This model uses the expert scoring method and optimal genera degree matrix for the quantification and the normalized processing of synergy-competition factor and the Analytic Hierarchy Process to determine the weights of internal and external factors which affect the development of parks. Eventually the transportation and warehousing turnover ratio which can make logistics parks develop steadily can be worked out. Finally, this paper takes a logistics park in Harbin as an empirical analysis case, and according to the evaluation analysis on internal resources and external environment, a resource allocation scheme of steady development of logistics parks can be obtained.This paper solves the resource allocation problems of transportation and warehousing function blocks of logistics parks by using the ideas of synergetics and ecological population co-evolutionary theory. And it puts forward the resource allocation scheme to meet the real demand for logistics parks to social and the market as well as to realize the future economic and social benefits of logistics parks.
