Some Researches Of Governmental Functions In The Construction Of Guangxi Beibu Gulf Economic Zonehigh-Tech Industrial Belt

Government, as a key factor to construct the high-tech industrial belt, has played the decisive role. Inappropriate orientation in the process of construction of industrial belt will result offside, absence and dislocation and bring in the negative effects in the construction of industrial belt even hamper the whole industrial belt. At present, the academia has theoretical and empirical studied in the construction of industrial belt. However, there is still exploratory research in looking at the construction of high-tech industrial belt based on the governmental functions. Taking the example of construction of national high-tech industrial belt in Guangxi Beibu Gulf Economic Zone, on the account of the theoretical basis of "Diamond Model" of Porter, comparing with typical type of governmental functions at home and abroad, the thesis has found the position of governmental functions in constructing good development environment and recovering the market failure and weakness, the reformational tendency in government empowering to purchase services to the public, the mean line in timely adjusting the policies to promote the development of industrial belt.According the empirical analysis, the thesis has found out two results. Firstly, governmental functions are double-edged sword in construction of industrial belt. It has played a positive role in macro planning, building regional policy environment and constructing the public infrastructure, but still brought in the negative effects in the construction of industrial belt because of the weakness in macro guidance function, and absence in comprehensive service function. Secondly, selecting the type of governmental function should adapt to the development stage and scale in construction of industrial belt. Generally speaking, the governmental function can play leading role in the beginning of development. With the development of industrial belt, government should focus on playing the support and guide role.Therefore, the governmental functions should reinforce the reform and innovation of system and construct service-oriented government with scientific and reasonable, and promote the comprehensive service function and give full play to construct and develop the industrial belt by means of strengthening the construction of innovation system and perfecting the diversified investment and financing system to solve offside, absence and dislocation.
