Research On The Agricultural Informationnization Construction Of Shandong Province

Agriculture is the basic industry of national economy. China has entered into a new stage, transferred from traditional agriculture to modern agriculture. Agricultural informationization is an important indicator of agricultural modernization, and the development of modern agricultural is inseparable from agricultural informationization. Agricultural informationization is a process of making full use of the latest achievements of information technology to promote agriculture to develop sustainably and stably. It is acquired, processed, disseminated and applied timely, accurately and efficiently by information and knowledge, to communicate the agricultural information to farmers timely and accurately, realize the informationization of agricultural production and management as well as the products marketing, accelerate the transformation and updating of traditional agriculture and greatly improve agricultural production efficiency and the level of management and decision-making.With the rapid development of agriculture and the rural economy, China's peasantry are increasingly thirst for information, but the channels of access to information is relatively few, which becomes the barrier of modern agricultural development. How to accelerate the pace of construction of agricultural informationization and make the agriculture with strong quality is the urgent problem for the development of modern agriculture. Premier Wen Jiabao repeatedly instructed to attach importance to and strengthen the construction of agricultural informationization.Shandong is a big agricultural province, with more than 86,000 villages and agricultural population of 64.35 millions, accounting for 71% of the total population of this province whose total value of grain production and import and export products are both in front row of the nation. However, the development of agricultural informationization of Shandong Province is not conform to Shandong's position as a big agricultural province. This research made a deep analysis on the status quo and existing problems of agricultural informationization in Shandong Province. From the concept, connotation and elements of agricultural information, we can see that agricultural informationization is a complicated systematic project, through the whole process of agricultural informationization, as well as an overall application of the information technology in agricultural production, processing, circulation and consumption. It requires not only a certain economic base, but also the coordination of hardware and software, and the government's support, such as currency input and policies. Besides, the users should own a certain quality to assure the information accurate, practical and timely. The development of agricultural informationization of Shandong Province didn't do enough in the aspects of what talked above. In addition, the quality of economic operation in Shandong Province not high and the development gap between east and west districts too large also restrict the overall development of agricultural informationization.This paper, based on the field survey data, combined with the literature made an analysis on problems and bottlenecks encountered in the process of the construction of Shandong's agricultural informationization to find a breakthrough. The main factors restrict the development of Shandong agricultural informationization include: lower quality of peasantry, lower level of agriculture industrialization, higher cost of using internet, lack of agricultural information network talents, weak practicability and timeliness of agriculture information, more government support and input in need, and less enthusiasm of non-governmental organizations while participating in the construction of agricultural informationization. On the basis of referring to the foreign successful experience,and consolidating the achievements of our own, actively explore the new ideas, new methods and new measures to develop agricultural informationization, construct more scientific and reasonable, safe and efficient agricultural informationization operation mechanism, in order to solve the problems in the construction of agricultural informationization, and ultimately realize agricultural output growing, peasantry incomes increasing as well as the new countryside construction.The innovation of this paper is that the real and reliable first-hand information is obtained in the forms of field survey, which provides the fact basis for a comprehensive analysis of the problems in the process of the construction of agricultural informationization. According to the actual development of Shandong agricultural informationization, the analysis of reasons is given from the aspects of information suppliers, information demanders and the government respectively. On one hand, it is emphasized that the government plays a leading role in the construction of information informationization, on the other hand, the suggestions of guiding non-governmental organizations involved in agricultural informationization services are given to promote agricultural informationization multi-channel input and diversified development.
