Investigation And Study On Condition Of Rural Public Service Supply In The New Period

Over the years, the underdeveloped nature of agricultural economy determines that the rural economic development relies on rural public service. The key to solving issues of agriculture, rural areas and farmers lies in raising the public service level in rural areas. Since the beginning of a new period of building a moderately prosperous society, how to achieve effective supply of public services in rural areas has become an urgent problem. However, what is the main problem that the rural public service is faced with? And what is the cause? How should the government deal with it? How should we find other investment channels and community-based public service mechanism? All of these questions are significant subjects in building up rural public service construction.Based on the theory of public goods and basic knowledge of public administration and by investigating and studying the current situation of public service supply in rural areas in Tai'an City, this paper tries to identify its main problems and influencing factors and puts forward proposals on how to promote the public service supply in rural areas in Tai'an City.Firstly, the paper illuminates the concept of public service, concept and categories of public service in rural areas. It also summarizes the related researches and approaches home and abroad, which are adopted as the fundamental theory for the paper.Secondly, after researching the current situation of public service supply offered by basic government for farmers in rural areas in Tai'an City through questionnaires and interviews, this paper analyzes the results and concludes the problems as follows: deficient public service level in basic government in Tai'an City; unsubstantial software construction of rural compulsory education supply; low degree of satisfaction towards rural public health and medical treatment supply; scarcity of endowment insurance supply; poor public security situation.Thirdly, this paper has also analyzes the causes which lead to the problems mentioned above. The reasons are as follows: lack of administration service concept, urban-rural dual structure; critical finance shortage in public service supply; obstructed fundraising channel for rural public services; unscientific decision-making mechanism, etc.Lastly, the paper puts forward proposals on promoting the supply of public services in rural areas: convert administrative concept of the basic government; accelerate the process of urban-rural integration; ensure the effective supply of public service in rural areas; establish rural public finance system; increase public service capacity in rural areas; perfect fundraising mechanism and build scientific decision-making mechanism. This paper proposes a fundraising method to replace the previous one. The supply will come from rural communities instead of the villages. The money will be made full use of for the newly-built rural communities, realizing unified supply of public service in rural areas. Simultaneously, the function of rural communities should be intensified and the down-top representation mechanism of public services in rural areas should be established to fully achieve village autonomy, which is probably the innovative point of this paper.
