On The Development Of Agricultural Informatization In Shandong Province

The First File,"Some Opinions On Pushing forward the Construction of new Socialist Countryside", which was released by the central authority in 2006, advocated: to push forward the construction of agricultural informatization; to make full use of and integrate agricultural information resources; to strengthen the communist information service available to the countryside; to capture the important construction of comprehensive information platform for agriculture. This year, our Chinese Communist Party put forward the great mission of building up new socialist countryside and developing modern agriculture. This historical decision and strategic deployment as well as the grant practice of modern agriculture and new countryside first definitely point out to pick up the speed of construction for agricultural informatization, to strengthen the informational fundamental facility for countryside, to innovate the information service pattern. Informatization was listed in the three modernizations for modern agriculture, which had a prolonged influence on the informational cause for our countryside.Therefore, this paper adopts the methods of collect documents, questionnaire and interview to analyze the situation and the development of agricultural information construction and the role which agricultural informatization plays in Shandong Province on the basis of analyzing comprehensive domestic and international agricultural information, related concepts of agricultural information, agricultural information and agricultural information services. Meanwhile, this paper also puts forward the corresponding counter-measures and suggestions. The main content and results are as follows:This paper consists of six sections. The first part briefly introduces the background, the summary, the goal and significance and the method of this research. The second part adopts the basic theory to analyze the effect of agricultural informalization in the field of agriculture. On the other hand, the author expounds the fact that informatization is benefit to increasing the profits of agricultural production.The third part introduces the situation and development of agricultural informalization at home and abroad, especially the information of those in Daiyue District, Taian. The author chooses the Chenxuanluo village in Liangzhuang town, the Zhoudian agency in Houdoushan village and the Xizhang village in Daolang town to make researches according the different level of informatization. The result shows that the agricultural informalization plays an important role in modern agriculture. It can change the spread style of agricultural technology, utilize effectively the agricultural resources, promote the development of electronic commerce in rural area, and make farmers know the significance of information, drive to adjust the industry structure and so on. The fourth part is to analyze the problems and causes occurred in the process of agricultural informalization in Shandong Province. The economic development in village is still in a low level. The farmers cannot recognize the importance of information. The government cannot play a dominant role and learn little information in the agricultural aspect. The infrastructure of agricultural information is not enough. The agricultural industrialization still has a long way to go. The expense of agriculture information is high. There are little people who do well in agricultural information technology. The building and exploiting of agricultural information resources are poor. The agriculture is lack of practical utility. The fifth part is to make a study how to further strengthen and accelerate the building of infrastructure, focus on reinforcing the government function in macro-control, build unified information system and so on.The last part, based on comprehensive summary of the main conclusions of the study, is to bring up some suggestions. These are as follows: to strengthen the function of government, improve organization and form the agriculture information input mechanism which the government play a dominant role;to pay attention to the construction of agriculture information net; to focus on the training of agricultural technology talent and gradually improve the quality of farmers in agricultural technology aspect; to build up experimental demonstration bases for informational agriculture; to research and develop informatization application software for agriculture; to increase the transformation rate from agricultural technology to agricultural products; to push forward the process of our provincial agricultural industrialization rapidly; to develop agricultural information technology actively; to strengthen the cooperation of international communication. And illustrate the deficiency of this research as well as my prospect for the future.
