and qualitative analysis method of the combination of Shandong Tai'an City Daiyue studies the rural minimum living security system construction,the following main conclusions:First,the system of subsistence allowances for rural residents is indispensable part of the modern country social security system,it is through the establishment of minimum life security,to make each income level is lower than the lowest life security and life difficult for rural residents have the right to enjoy the state and society shall,in accordance with the legal procedures and standards provided by the physical and cash assistance,it is a kind of the remedy mechanism,to solve the problem of poverty is finally a "safety net" of the social security system.Second,Daiyue rural minimum living security system has experienced three stages,which explore stage(1997-2004);(2)rapid development phase(2005-2009);(3)perfecting stage(2010-present).Third,Daiyue for rural minimum living security system has established a relatively perfect operation mechanism.From the organization and management mechanism,low management Daiyue district civil affairs bureau for specification,four measures "and" to create cognitive,biased,the imperfection of the system construction and safeguard object is difficult to determine.The main reason for the low level of economic development,lack of financial resources,ensuring the single source of funds,management is not perfect,the legal system construction lag,the imperfect supervision and management,policy propaganda does not reach the designated position,residents' cognitive mistake,organizations at the grass-roots level is not sound,quality needs to be improved.Sixth,to further improve Tai'an City Daiyue district rural dweller lowest life to ensure system,the following basic measures should be taken:to determine the lowest life to ensure standard;Reasonable definition of low-income object;Broaden the low fund-raising channels,the standard
