Comparative Research On Urban-rural Integration Develpment In Gansu Province

The urban-rural integration is the inevitable law of social productivity and the natural phenomenon of human history development. Promoting the integration of urban and rural areas and unifying urban and rural economic development are a major strategic plan which has the scientific development concept as a guide, based on the recognition of history and the objective laws of urban and rural development.Because of various subjective and objective factors, eg. natural conditions, geographical location and policies and systems, the overall level of economic and social development of urban and rural is lower, the development gap between urban and rural is bigger, there are large gaps in building new socialist countryside, and in the goal of a comprehensive well-off society. This dual structure has seriously affected enhance of the level and realization of macroeconomic target.These article analyses the economic and social development status of urban and rural areas at the present stage combine with the situation of Gansu province and think that urbanization level is lower, the gap of income and consumption level of urban and rural residents continued to increase, the duality character of labor productivity is obvious, the gap is large such as cultural quality, social security and medical benefits of urban and rural residents, urban-rural dual structure is more marked.This article constructs the evaluation index system of urban and rural integration development which includes 4 areas and 14 indexes on the basis of status quo's analysis of urban and rural economic and social development in Gansu province in accordance with scientific, comparability, feasibility and dynamic nature of the principle. It analysis and evaluate urban and rural integration process by means of SPSS statistical analysis software from two respects: Firstly, it compared the development of urbanization in Gansu province with other provinces in the western region,the results showed that the development of urban and rural areas of Gansu Province lies in the middle, the development of urbanization has a long way to go. Secondly, it analyses and evaluates the urban and rural integration development of 14 cities and uses the cluster analysis to divides fourteen regions into four kinds: the first kind is region which development of urban and rural integration is highest, includes Jiayuguan,Jinchang;the second kind is region which development of urban and rural integration is higher, includesJiuquan,Lanzhou,Baiyin;the third kind is region which development of urban and rural integration is lower includes Zhangye, Wuwei, Qingyang, Pingliang Tianshui ,Gannan and the last kind is region which development of urban and rural integration is lowest includes Longnan,Dingxi Linxia.Through the above analysis, this article think that there are some reasons to restrain the urban and rural integration development of Gansu province, such as the long-established system of urban and rural division, the rooted traditional concepts of development, the shortage of agriculture fund, the weak city's driving function, the slow development of small towns, lower level of industrialization of agriculture and the Weak competitiveness of leading enterprises,rural fundmental instruction is lower,county economy's developmemt is lower, Slow development of rural finance has limited supports to urban and rural integration development. This article thinks that Gansu should actively promote the integration of urban and rural areas in Gansu Province from the following six areas: First, formulating urban and rural integrated development planning combining the practice Scientifically; Second, reform and innovation, building the integrated development of urban and rural areas innovative mechanisms and institutions; Third, speeding up the urbanization process, shaping a strong driving force to promote the formation of urban and rural development; Fourth, accelerating the process of agricultural industrialization, gradually narrowing the gap between urban and rural industry development; Fifth, developing county economy actively, strengthening the Principal part of urban and rural integration;Sixth, devolping the rural finance positive and supplying the strong finance support for urban and rural integration.
