Research On The Construction And Development Of The Integration Of Urban-rural Road Passenger Transport In Gansu Province

The integration of urban-rural road passenger transport is an important content and approach for developing the integration of urban-rural areas, and also the inevitable requirement of urbanization. At present, the domestic road passenger transport had been under the managements of both construction departments and traffic departments for a long time, which can not meet the requirements of regional economic and social development. With the rapid development of urbanization and urban-rural integration, the road passenger transport has a serious need for the integration management. The reformation of traffic transport system started in 2008 had established the foundation for further development of the integration of urban-rural road passenger transport. However, the existing urban transport and road passenger transport had been managed separately with the different policies, which had influenced the construction and development of integration of urban-rural road passenger transport seriously.This paper takes the urban-rural transport as an integer, researched the existing problems of urban-rural road passenger transport by using the relevant theories of economics, public administration and traffic organization. In this paper, the basic intention, characteristics, system elements and development key point have been expounded detailed after analyzing the concept of integration of urban-rural road passenger transport. The paper also analyzes and summarizes the relevant statistical data in recent years, and finding out advantage and disadvantage factors of urban-rural road passenger transport in Gansu, point out the main problems that further development faced, and indicated basic thoughts in this field. Combined with the actual condition of economic, social and road passenger transport in Gansu, it researches the basic principles, i.e. focused on the speeding up the infrastructures construction, fulfilling the optimization of public transport, providing financial supports, developing marketization, unified the policies, enhancing the management. The detailed policy measures and suggestions have been indicated for realizing development of integrated urban-rural road passenger transport the in Gansu. Meanwhile, it also presents and gives detailed explanation on how to develop its operation system in Gansu province.
