In recent years, with the new rural construction of socialism in an all-round way promoting and the implementation of the western development strategy, creating a new environment for the development of characteristic agricultural. the country especially in the western region have to take this opportunity to develop local agricultural products, characteristic industry has become an important aspects of local agricultural economy development.Longnan is the poor and backward areas in Gansu province even the whole country, although the economy development is relatively slow, but appropriate climatic conditions and rich natural resources laid a certain foundation for the development of special industries. Longnan has a lot of agricultural products with regional characteristics, which has developed for a long history as the characteristic resources, has become one of the essential members of characteristic economy development in Longnan, but in the process of development still exist many problems. Therefore, with the economic globalization process,making systematic and comprehensive study for medicinal herbs industry in Longnan,has important practical significance to promote medicine herbal industry sustainable scale and standardized developing in Longnan.In this study, based on the related theories of industrial development, analysis medicinal industry respectively from production, processing, distribution and so on. Based on Longnan's city area, climate, resources, social environment and other infrastructure, the current layout of the production of medicines radiation over large areas, acreage basically increasing year by year, per unit area yield is fluctuations increased, the intensity of related policies was significantly enhanced,that is in the good development trend.The main factors that affect the production and supply of Longnan's medicinal herbs are: cultivated land resources, natural conditions, the means of production quantity and quality of inputs, technical factors, labor factors, policy factors. Through the gray correlation analysis, the influence of traditional output from the sort of traditional factors as follows: planting area, irrigated area, the total power of farm machinery, rural labor force, the price index of agricultural means of production, fertilizer application pack pure volume, per capita arable land area and the disaster area. Processing and distribution field also exists many problems, such as the leading enterprises and small scale, the lack of deep processing products, market development is low degree, disorder and not standardized, market supply and demand information channel is distemperedness.The international and domestic market developing prospects are still facing great challenges.The empirical study through the questionnaire survey to medicine industry of longnan further deepened research, from the survey contents and data concluded: Longnan's soil, climate and other natural conditions are suitable for the growth of herbal medicines,but the large-scaledevelopment is ineffective,industrial development organizations need to speed up the pace,and farmers'lower cultural quality, lack of technical and financial resources, market information blocking is still the main difficulties in the development process.After the location quotient and the concentration factor calculation, the results show that, the longnan's medicinal industry has comparative advantage in the whole country and gansu province. and this advantage is relatively large. In the comparative analysis for the medicines industrial competitiveness between Longnan and Dingxi we found that, Longnan has relative advantage in resource endowment and varieties of category, but in the scale of the industry, processing capacity, standardization of production, and market trading,Longnan is relatively at a disadvantage, should strive to learn from the development experience of Dingxi. In addition, medicine industry's advantage in longnan's planting internal is very obvious.So,Longnan's medicinal industry has strong region competitiveness.Based on the above analysis, proposed a series of specific policy suggestions to promote the sustainable development of Longnan's medicinal industry, such as government support and coordination function should be strengthen, should establish long-term stable breeding base and seed industry production base,improve the technical content of products,developing and growing the industrial organization, adhere to accelerate the brand development,and opening "green channel" to domestic and international market.
