The Urban Regional Competitiveness Analysis And Countermeasure Research Under The Background Of New-type Urbanization

With the slowdown of driving power of new normal investment,export andconsumption to national macroeconomics,a new human-centered urbanization hasincreasingly become an important engine to optimize the urban structure,stimulatedomestic demand and promote economic growth.As regional economy has playedan more and more important role in the national economic pattern,along with thereconstruction of relationship between urban and region,urban development nowneeds to stand on the general scale to improve their competitiveness,throughcollaboration and advantage building.Taking Longyan City,Fujian Province as a case,this paper analyzed its currenteconomic competitiveness out of region lens in Hercynian Economic Zone andcorresponding strategic plan,with a combination of methods such as questionnaire,survey,interview,literature review,econometrics,and case study,as well asstatistical and spatial analysis tools like SPSS and GIS.The main contents that werestudied include:(1)Comprehensive analysis of the basic pattern of regionalcompetitiveness in Longyan City;(2)Key factors and problems of improvingregional competitiveness in Longyan City;(3)Strategic plan to improve the regionalcompetitiveness of Longyan City in the new urbanization context.This study pointed out that in the new urbanization context,the regionalcompetitiveness of a city should adopt a multi-dimensional evaluation system that isbased on the comprehensive index,with 7 primary and 16 secondary indicators.Primary indicators include transportation,employment,industry economy,spacedevelopment potential,social culture,policy system and ecological environment.The study also showed that the deficiency of the regional competitiveness inLongyan city is manifested in three aspects: population-employment,land-space,industry-economy.Among them,main problems relate to population andemployment are: lack of attraction to population,uneven distribution ofemployment space,shortage of employment opportunities in the county,low level ofemployment structure outside of the central city.Main factors of these phenomenainclude:(1)continuous outflow of local population,(2)the asymmetry of jobdemands and needs of local workers,and(3)contradiction of employment structureis intensive;main problems relate to land – space are: shortage of construction land,ineffective use of the limited construction land and urban land,scattered utilizationof most rural construction land,underdevelopment of the overall road skeleton,weakness of traffic convergence system between central city and surroundings,anddelay of land use and environmental infrastructure in key developmental zone.Themain factors of these phenomena are:(1)the mountain landscape results to theblock of the main city space,(2)the lack of urban neighborhood development space,and(3)shortage of comprehensive and strategic plan for city traffic network andexternal transport facilities,(4)the absence of innovation for industrial space andorganization model,and(5)problems dwelling in resettlement and environmentalremediation in city village;main problems relate to industry-economy are:immaturity of pillar industries,lack of scientific and technological innovation,lackof cultivation and attraction for the talented.The main factors of these phenomenainclude:(1)professional collaboration,support and industrial agglomeration effecthave not been formed,(2)resource and environment constraints are significant,(3)industrial structure is irrational,and(4)the total size of the economy is insufficient.The study argued that Longyan City should implement three strategies,withthe goals of achieving new urbanization and improving the regional competitiveness.Strategy one: Population Employment Strategy,which includes populationurbanization development plan and urbanization employment support plan;strategy two: Land Space Strategy,which includes urban spatial structure and landdevelopment optimization,urban road skeleton improvement;strategy three:Industrial Economic Strategy,which includes the development of advantageousindustries,ecological culture and pension industry,with details of the fundamentalpathways of different strategies.
