As a big country in agriculture,agricultural production and exports has always been an important foundation which related to people's livelihood.With the development of economic globalization and trade liberalization,to consolidate the important basis status of its agricultural industry in the national economy,protecting and supporting agriculture,in order to protect the economic interests of its business and farmers,countries in the world,especially developed countries,are increasingly banner a banner of maintaining the order of import-export operations,protecting the interests of domestic consumers and the ecological environment,Set technical trade barriers with a main content of harsh and cumbersome technical regulations,standard and conformity assessment procedures constantly.Technical trade barrier has been a great threaten to China's sustainable development of agricultural trade,and caused a serious blow to China's agriculture and related industries.Relative statistics shows that as of 2007,Japan had became China's largest agricultural export market,which accounts for more than 30 percent of export amount of agricultural products.The change of Japanese foodstuff safety and health laws and regulations do much affection on China's exports of agricultural products ever and again.In recent years,there have been much more kinds of steps on both technical and non-technical trade that Japan issued,the standard of which have been more and more strict,and has a strong flexibility.Technical trade barriers are developing to the direction of system."Positive List System" is a new technical barrier of trade which Japan issued.This system sets 53864 limit standard to 799 kinds of agro-veterinary medicine.According to the system,detection standard of pesticide residues of relative food and agricultural products has enhanced greatly.The export of China's agricultural products is faced with great difficulties.After more than two years'implement of "Positive List System",the impact to the export to Japan began to show distinctly,and has a significant continuity.The increase of agricultural exports to Japan continued to reduce,and the proportion of China's exports to Japan accounted for China's total agricultural exports has been declining continuously.As the biggest export market of agricultural products,the implementation of "Positive List System" makes a large number of China's agricultural export trading,the relevant enterprises and workers,and agricultural labors facing a severe test.The implementation of the system has many causes,not only Japanese consumers' demand to improve the food quality and safety,closely related to administrative reform of Japan's agriculture and agricultural development policies,but also a strategy to response the liberalization of international trade.At the same time,there is still a big gap between China's current testing standards of pesticide residues in agricultural products and Japan's.As a typical technical trade barrier,on the surface,Japan's "positive list system" is to protect its national food safety and health,but its essence is still to protect its trade interests,improve the technical trade barrier,and restrictions on other countries to export agricultural products and foods to Japan.To make a correct view of the system,we must recognize that,as a technical trade barrier,it mustn't be the end of technical barrier.To deal with "Positive List System",our government has taken some temporary emergency response measures and negotiations by using diplomatic means with Japanese side,and has yielded some results.But since a long period,there have been a worrying health situation of our agricultural products and foods.So in the long run,to protect a sustained and healthy development of the trade of agricultural products,China's government should adhere to the policy support to agriculture,increase the reform efforts,speed up to upgrade the test standard of pesticide residues,promote the construction of agricultural standardization actively, and strengthen the "traceability management" of food safety.Agricultural industry association should make an in-depth study of "positive list system",collect and analyze relative information timely,play a coordination and ligament part,give full play to the self-discipline function of related economic co-operation organization,and strengthen the supervision to agricultural enterprises.Agricultural production enterprises and individual farmers have to improve the awareness of evading the regulation system reasonably,constitute a management mode of vertical integration of export-oriented enterprises,improve the producing technology level itself,strengthen the self-controlling ability,and develop organic agriculture,with a view to reduce the negative impact to the maximum extent,by which to implement the sustained and stable development of China's agricultural exports.
