In the project management, human resources management is an important content. It is a guarantee for project quality management, schedule management and cost management. In human resources management, professionals'management is an essential part. Since our country's reform and open policy, we have introduced many management theories among which human resources management theory was one. Many years past, the salary reform, the title reform, the achievements inspection and objective management is more and more scientific. Innovative ways in the personnel hire, select, use, drive and training were promoted unceasingly. All the jobs have done earlier make the professionals'management to a higher level. In the past few years, we have spanned from the evaluation of technical title to the hire of technical position; We preferred the integration of national unification test and specialized technology title evaluation to single qualification; We separate it into two classes rather than one in the management sort, and the two classes are the specialized technology post qualifications and the occupation qualifications; The application of topic management, project system management, achievements inspection management and objective management is carried out unceasingly in the professionals'daily management.First of all, we analyse, research and expatiate on the various theories and methods. Combined with the fact of chemical personnel management in project, we use the theories to describe research methods and the status quo; Then we cleared professional's status and role in the project management based on their psychological characteristic and job characteristic, and we defined the scope of human management and technical personnel management. We analyse the characteristic and methord of technical personnel management on the builder, the owner and the outer hired man respectively; Finally, we proposed a model on the chemical professional management and testify it.The innovation of this thesis is that we stand on the owner's side, then together with the technical personnel management and the outer hired man as a system we proposed the model of evaluation and incentive management on the technical personnel model.
