We analyse the characteristic and methord of technical personnel management on the builder, the owner and the outer hired man respectively; Finally, we proposed a model on the chemical professional management and testify it.The innovation of this thesis is that we stand on the owner's side, then together with the technical personnel management and the outer hired man as a system we proposed the model of evaluation and incentive management on the technical personnel model.
